The United States added Ramzan Kadyrov to the “Magnitsky list”

The US Treasury has included the head of Chechnya, Ramzan Kadyrov, on the Magnitsky list of sanctions.

The department said it considered Kadyrov "responsible for extrajudicial executions, torture and other serious human rights violations."

“As head of Chechnya, Kadyrov controls an administration involved in disappearances and extrajudicial killings. One of Kadyrov's political opponents was believed to have been killed at his behest following allegations of torture and ill-treatment in Chechnya. It is not specified which opponent of the head of Chechnya is in question.

Kadyrov, commenting on the news about being included in the “Magnitsky list”, said that he “had not yet received an order to set foot on US soil,” so “let the US not worry.” Earlier, the Minister of the Government of Chechnya, Dzhambulat Umarov , told RBC that in the republic this news is perceived as a "wonderful New Year's gift"

The list also included the head of the Argun police department, Ayub Kataev, who was called involved in the persecution and torture of gays in Chechnya in 2017.

Russian citizens Yulia Mayorova, Andrey Pavlov and Alexei Sheshenya, connected with the case of Hermitage Capital and Sergei Magnitsky, also fell under the sanctions.

• The Magnitsky Law was adopted in December 2012. The reason for its adoption was the death in a Moscow pre-trial detention center of lawyer Sergei Magnitsky, who worked with William Browder's Hermitage Capital fund. Magnitsky attributed his arrest to the fact that he exposed corruption schemes for tax refunds.
• The United States includes in the “Magnitsky list” people who are considered involved in human rights violations. Those on the list are banned from entering the United States, their assets in the country are frozen. Initially, the law dealt with human rights violations in Russia, but since the end of 2016, its effect has been extended to the whole world. A similar law has been passed in Canada.
• In total, there are 49 people on the American “Magnitsky list”. In addition to people directly connected with the "Magnitsky case", it includes the head of the Investigative Committee Alexander Bastrykin, State Duma deputy Andrei Lugovoy, speaker of the Chechen parliament Magomed Daudov.
