The Russian authorities refused to recognize a violation of the beaten by the police activist of Solidarity Dmitry Monakhov at a rally in support of Alexei Navalny in 2013 in Moscow. This is stated in the response of the Russian Ministry of Justice for questions of the European Court of Human Rights on the complaint of an activist, Kommersant reports .

The document signed by the Deputy Minister of Justice Mikhail Galperin says that "the force applied was consistent with the resistance and was necessary, since it did not exceed harm that could be caused by the applicant to himself or others if he had not been stopped."

Monakhov turned to the ECHR last year . The complaint refers to the violation of the four articles of the European Convention at once: 3 (prohibition of torture), 4 (right to freedom and personal integrity), 10 (freedom of expression) and 11 (freedom of assembly and associations).

According to the lawyer Monakhov Ilnur Sharapov, in objections to the response of the Ministry of Justice, he indicated that force was used to the activist illegally, since there was no reason to detain him. This was recognized by the police themselves, releasing Monakhov without an administrative protocol, the lawyer added. Also, Sharapov claims, in the car, where Monakhov was beaten, video wasolation was conducted, but at the time the beating began, the recording is interrupted.

The activist was beaten at the national gathering on the day of the sentence to Navalny and businessman Peter Officer in the Kirovles case on July 18, 2013. Monakhov was detained in this action. After placing in the car carrier, riot police and police officers from the Opera of the Main Directorate of Moscow began to beat the activist with their hands and a rubber club. He was also strangled with a club, grabbed his hair and genitals. After the beating of Monakhov, along with other detainees, they transplanted to another car carrier. Soon everyone was released without delivery to the police department.

The activist turned for medical help and was hospitalized with a concussion. From the hospital, he filed a statement in the TFR through Sharapov . Monks demanded to initiate a criminal case against police on the facts of illegal detention and abuse of authority using violence and special equipment. However, the Investigative Department did not begin to open a case against the security forces.
