The Russian Federation of Russia on December 15 scheduled the elections for March 18, 2018, thereby officially starting the election campaign. The Civil Initiative Party is going to hold a congress on December 23 and nominate Ksenia Sobchak as a candidate. The day before the congress, the head of the election headquarters of the future candidate Timur Valeev told 7x7 about the organization of work with the headquarters, problems with the collection of signatures, features of agitation in the winter and differences in relation to activists in the headquarters of Alexei Navalny and Ksenia Sobchak.

"Opening headquarters in all regions is pointless"

- The Civil Initiative party will hold a congress on December 23, at which Ksenia Sobchak will nominate as a presidential candidate. It was originally planned that she would go self -nominated. How was the decision to nominate from the party?

- It was not planned that she would be a self -nominated from the very beginning. Both scenarios were planned at once, they were calculated, prepared. And with the collection of 100 thousand, and with the collection of 300 thousand signatures. The program of the Civil Initiative party is close to what the candidate is currently stated. For example, this is the only party in Russia in which the program spells out about sexual minorities. Ksenia promotes these topics, defends the interests of people. Very good penetration of work has occurred.

- Well, plus also that it is not 300 thousand to collect signatures, but 100 thousand ...

- Of course, this is a very important story, because the terms are compressed. Today, not a single person in Russia, except Vladimir Putin [President of Russia], has a grid capable of collecting 300 thousand signatures in three months. It is clear that these signatures will bring Putin. We even heard in the news that he will not have a headquarters - these will be technical functions. We know that in the regions they are trying to find technologists who will “collect” these signatures - at the expense of the administrative resource, HOA, and social services. They will collect them in a short time. Whether these signatures will be real, we will never know.

-Some other parties suggested that Ksenia Sobchak advance from them?

- Yes, small, dead, paper, unknown parties offered their services. Negotiations were also conducted with Parnassus.

- Are you going to open headquarters in 50 regions - is this the minimum number?

- The minimum is 43 subjects of Russia. This is a threshold for collecting signatures and nominating a candidate.

- Why then 50?

- We go with a margin.

- Have you tried to cover all regions with a network of headquarters?

- And what's the point? This is very resourcely. If we had to prepare and the campaign itself, for example, a year, then we would try to cover all regions. But we have a media recognition of the candidate and so very large. We can conduct a campaign in the regions without creating headquarters. Including at the expense of the Internet. We have good groups of promotion in social networks, we work well with the media. This allows us to be present in all regions. And this does not mean that everywhere we need to collect signatures. Even Vladimir Putin, most likely, will not do this.

There are many reasons - financial, economic. Plus, compressed deadlines. We take 43 regions that are laid by law, bring to 52 regions to have a reserve.

- What can happen to the headquarters? Why is a stock needed?

- Provocations. We are definitely not insured against the people who have been sent. We can only really understand at some point that in a remote city and subject the headquarters does not work. The reasons can be very different: people from the administration came and said: “Stop”, and the leader and activists were scared and did not tell us. Or initially people were not quite ours, they somehow managed to go through the inspections of our security service, but they simply sabotage work. The second story is an unpredictable winter in Russia. It is problematic to deliver signatures from remote regions. There are no direct air traffic with some cities. If signatures are somewhere due to natural or transport collapse, we will lose them. We need to play it safe.

"600 rubles signed is a divorce"

- Ksenia Sobchak in his program advocates the federalization and transfer of more powers to the level of regions. Of course, there is no direct connection, but still: how independent are the regional headquarters? Including financial and decision -making?

- We have a built system closed to the Sobchak against all website, where each regional coordinator has a personal account where he can add supporters, activists, volunteers, and signatures. Logistics is simple - we give them a task through their personal account, they already broadcast to their people in the regions. Their freedom ends at the moment that either deviates from the general ideology of the election campaign, or are on the verge of violations of the law, which may entail not very good consequences for everyone.

The election legislation is becoming tougher and tougher every year, there are a lot of restrictions. We have a huge team of lawyers who should protect the candidate. If we understand that the region begins to stupid a little bit, we harshly say that you cannot do this and that. Simple trusting relationships, we do one big thing.

We tried to choose ideologically to us close people. But the most important thing is technological. In such a short time, it is very difficult to create a working net in 50 regions. People must understand what we give. We communicate with them in the mode 24 hours a day, constantly answering their questions. For this, a big meeting is planned in Moscow. Agree on work. There are many signatures technologies, the headquarters can come up with them. But not all of them are effective. We have effective ones that we ask to use, since the result is needed in a very short time.

- You said that the leaders were checking your security service. What were the initially criteria for preliminary selection?

-People had to somehow engage in public or political activity. Participate in successful projects to defend the rights of citizens. Any projects: from protecting your park from development to participation in elections as independent candidates. People should be bright and interesting, able to attract supporters. In Vladimir Putin, the headquarters in the regions will be “headed” by a large official who will decide everything. Our leaders have the task of attracting people to their own. In almost all regions, we strengthened the headquarters with a good elected technologist. People in tandem should solve the main problem - collect signatures.

We often took those with whom we already worked as part of Open Russia, Parnassus, Yabloko or on public projects. To take random or strangers for such a complex project is risky. Because if they want to sabotage or turn out to be dummy, they will begin to promote conflicts. We don't need such. Must be verified.

- Was there an ideological selection? For example, the leader or technologist “drowned” for the Communists all his life, which means that it is not suitable .

- In today's realities, technology often work for different parties. It was important for us that people agree with the position of the candidate, did not contradict the program and have experience. For technologists, the main thing is the successful experience of collecting signatures. If I collected for the Communist Party, it's okay. There are not many good technologists in the country. In the regions, the same people will collect signatures first for us, then for Yabloko, for Alexei Navalny, if he is registered as a nominated candidate. Some will ultimately collect some for Putin. We will learn about this, such a practice exists in Russian politics.

In many regions, by collecting signatures, they simply earn money, but we tried to take new teams. They relied primarily on those registered on the site as volunteers.

- If a person just wants to make money, I ideologically disagree with the position of Ksenia Sobchak, but does not publicly contradict, will you take it?

- A very simple thing: to make money on this will not work. I will explain. This is hard work. A good collector, in my practice, brings 10 signatures a day, which means that he can earn 1000 rubles. You will not be enriched. Who “draws” can even offer 50 rubles signed, but 100%, that they are all fake.

There were proposals from technologists who consider themselves experienced and great, 600 rubles per signature. We know for sure that the signatures of these technologists were not registered, because the signatures are fake. We do not work with them either.

When they come and say: “We will collect as many signatures as you like, you don’t need to do anything, you don’t need to open the headquarters, just pay 600 rubles per unit” - this is a divorce and a criminal case. I talked with people who were convicted of fake during the election campaign. We say to all our collectors: “Guys, you can draw signatures, Velkom, but we will not accept them. A graphologist will work for us, and if a fake is opened in the CEC, this is a 100% criminal case. Keep in mind - do not draw. You can collect less, but get your real money. ”

Yes, this is hard work, but we have an advantage over other candidates, except for Vladimir Putin, perhaps. Ksenia Sobchak has more than 90% of recognition. When an unknown candidate is elected, the collector has to tell and waste time, explain who Vasya Pupkin is. Our collector will come and say that I am from the team of Ksenia Sobchak, and a person will be signed, or say: "Go to the ass." Contact time is reduced, so more people can bypass per day. And we immediately see the statistics how much he went around and how many people were signed.

If the collector brings more than 15 signatures, questions will arise. There is a control group, in each region, not tied to the headquarters, which will go to addresses and check whether a person was signed or not.

All signature sheets will be loaded into our electronic system, and lawyers in Moscow will be checked every day for a day. We will see online in which region how many signatures, what quality, do we have any complaints. If errors are detected, then we can adjust the history. So no one except us will work.

"An agreement is either executed or not"

- Ksenia Sobchak admits that the pressure during the campaign may increase in relation to her. What will be measures and methods for protecting volunteers and headquarters?

- Ksenia Sobchak on December 23 was nominated by a candidate, which means that the police detachment will not be able to come to the headquarters and begin to arrest everyone. To our leaders, the Central Election Commission will issue a certificate as representatives of the candidate, which will give protection, including legal. Plus, we have a lawyer in each headquarters, they must control security issues. There is access to the media, including the world. We will defend each of our employee if they illegally run into him.

- And the reverse story: how to protect yourself from random or inhabited people?

- They will be fired on the same day.

- And the media risks and losses calculated from stories similar to those that they were with the activists of Alexei Navalny, who periodically, conditionally, stated that they were abandoned, they betrayed their ideals?

- We will have an indicator of efficiency, why a person is disappointed. We will be able to track online how many signatures a particular headquarters, a collector gathered. Vasya Pupkin from Khanty-Mansiysk was our collector, then he was disappointed in one day, he says: “I don’t want to work anymore, Ksenia Sobchak betrayed my ideals.” We look - Vasya Pupkin brought three signatures, one of them, the other two - mothers and grandmothers, and did nothing more in two weeks. Is this an indicator? We will say: “Yes, Vasya, thank you very much. You have collected three signatures, we are very kind to you, we accept them, get our three hundred rubles. ” We have a contract with all people. It is either performed or not. All.

- The program of Ksenia Sobchak will be presented on December 23 at the congress. But she says that the main thing is to show that there are people against the system and the replacement of power is needed, and the program as such is secondary. In the field, in the regions, potential voters will still ask to talk about specific necessary actions. What will the regional headquarters be focused on: the need for the change in power or on a local agenda and a general program?

- In each region we have a local agenda. There are common things - housing and communal services, healthcare, education - which in any case will be recouped by the candidate. Expert tables and debates are held in Moscow (as amended by 7x7: the news of the Western District of Moscow - Moscow, the newspaper CJSC ), but we understand that each region has its own problems. The regional headquarters themselves offer their agenda, with which we either agree or not. In some entities they want to return to the desired time zone, somewhere to choose mayors. We say: “Yes, these topics are interesting, we are ready to support at the federal level, but create the initiative group yourself. You can invite Yabloko, Parnassus, people whom the topic will hook. ”

For example, in the Komi story with the transfer of the capital. We say: “Send documents, we will study. The topic should be interesting. If you think that at least 30–40% of the population are ready to vote for the transfer, then this will only add certain results to us. ”

"There is no task to ditch your volunteers"

- The meme is popular - "Nobody came to Navalny again." He organizes mass street promotions, collects people in cities, holds rallies. Against this background, Ksenia Sobchak is accused that she does not go to the people, does not hold shares. Is it planned to increase activity during the campaign itself?

- There is a very simple thing - winter. Do you think there is a difference to gather people in a room where it is warm, light, does not pour and not minus 40, or take it out into the street?

- The room is more comfortable.

- We have no task of mouring our volunteers and a huge number of resources for street actions: to gather people, to stand with them an hour in the cold, answering questions, freeze a candidate. The same can be done in the room, and it will be cheaper. From the point of view, the organization will not be easier, because the sites are massively denied.

There is no point in holding large street promotions. We are ready to join the rallies already agreed upon in the regions, which are held in defense of the elections, to the admission of candidates and similar things. But still, the story with the election campaign in winter imposes restrictions.

“ But you spend pickets.”

- In each area on our pickets there is a heat gun. If our guys, distributing leaflets, froze, they go inside, drink tea and bask. We could make a huge number of cubes. In Tomsk, our volunteers even put it. 20 police outfits arrived-from the Center "E" [Office for counteracting extremism] to for some reason UBEP [management of economic security and anti-corruption]. The guys froze. When the police surrounded you, you can’t do anything, no one will do.

- In the regions, local authorities refuse the headquarters to conduct pickets. After the nomination from the point of view of the law, the situation will change?

- The problem should be removed because the election legislation will work. Ksenia Sobchak will become a nominated, but not yet registered candidate. Both to collect the signature and for elective events will be required to coordinate pickets. As for Alexei Navalny, if his documents accepts the CEC. A completely different status. Now the authorities have written that the elections are not announced, so it is supposedly impossible to agitate for a candidate, and they refer to our site, where Ksenia Sobchak speaks of himself as a candidate. Now there will be no such excuse.

"Verification was invented so that people do not sit in vain"

- In the regions, activists and volunteers pass from Open Russia and the headquarters of Alexei Navalny to the headquarters of Ksenia Sobchak. In this case, conflict situations arise. Why is this happening and how to resist this?

- There are and will be conflict situations. In many regions, Navalny’s people go to the headquarters of Sobchak for one simple reason-the campaign of Lesha at some stage was exhausted. Of course, first of all due to tremendous pressure. Nobody argues with this. But mistakes were made. Navalny’s nuclear electorate, his activists, began to understand at some point that they were somewhere ********* [deceive]. Many in the regions are very strange to travel abroad. The man was engaged in the election campaign, but unexpectedly several times in the summer he really went on vacation. At the same time, people were forced to work, set tasks with impossible KPI [key performance indicators]. If you say that in the regions you have ideological people, then they have the right to ask questions. "What's happening?" - Activists did not receive an answer to this question. This is the first.

The second story: for the most part, people, if they see their future in Russia, are not ready to be substituted in terms of participation in illegal actions. Volunteer, help, collect signatures. But 80% of the registered both on our and on the website of Lesha will not go to an inconsistent action. That's for sure. Lesha also knows about it. Therefore, when they are thrown, including with legal support, this also makes them ask questions.

Therefore, in many regions, people go to the headquarters of Ksenia Sobchak. Plus a strange story with verification of signatures. Why was it needed?

- Create a base of people?

- They have the base of people. Зачем людей начали приглашать за месяц до объявления выборов в штаб, собирать их паспортные данные? При этом поток людей был очень маленький. Why was this done? I don't understand. Когда у тебя в штаб в регионе приходят 10 человек в день для верификации — это странно и демотивирует самих сторонников и сотрудников. У тебя эти люди, зарегистрированные, и так придут и поставят за тебя подписи.

— Все не придут.

— А зачем верифицуешь, если они не придут? Зачем за месяц до объявления выборов приглашаешь в штаб? Ты этого человека уже приглашаешь, берешь данные, а потом через месяц еще раз пригласишь поставить подпись.

— Три раза заниматься одним и тем же — не похоже ли на бюрократию?

— Я об этом же. Люди уже зарегистрированы на сайте. «Я хочу за вас проголосовать, вот мой номер телефона, вот моя почта, примерно по адресу». У нас есть база сторонников, зарегистрировавшихся на сайте и выполнивших задание, чтобы показать нам, что они реальные, а не фейки. Мы видим — человек «живой». Отправляем письмо, присылаем sms, звоним из call-центра и говорим: «Наш кандидат выдвинут, у нас есть подписные листы, если есть возможность, придите в наш штаб по адресу такому-то и подставьте свою подпись, мы будем благодарны».

— По вашим данным, на сайте «Собчак против всех» зарегистрированы 90 тысяч из необходимых 100 тысяч. Какой процент отказов прогнозируете, людей, которые зарегистрировались, но не поставят подпись?

- We do not know. This is unpredictable. Во-первых, зависит от региона, во-вторых, от адекватности работы штаба с базой. Мы из Москвы разошлем sms и письма, но каждый штаб должен обзвонить, пригласить, пообщаться, придумать мероприятия, к кому-то приехать, если человек сам не может добраться. Каждая подпись ценна. Мы это буем делать. Но не надо просто так гонять людей, заниматься бюрократией, собирать паспортные данные, демотивировать команду. Верификация в регионах была придумана, чтобы не сидели зря. Получают зарплату, а ничего не происходит. Волков 30 суток отбывает административное наказание, Лёша тоже периодически либо за границей, либо за решеткой, штабы в регионах сидят. Давайте будут верифицировать подписи. This is pointless. Сторонники Навального будут меня за это ********* [унижать], но это правда. Мы же не даем нашим ребятам бессмысленные задания.

«На выборах мы рассчитываем на двузначный процент»

— Что будет с этой структурой, сеткой штабов после выборов?

— Будет выстраиваться партийная система. Ксения Собчак уже неоднократно говорила, что она в политике надолго и хочет этим заниматься. Выстраивается сетка, чтобы обкатать наш народ. В этой кампании поймем, кто из себя что представляет, что может. Именно на этих ребят будет опираться новая партийная структура. Люди в регионах должны быть живыми, медийно узнаваемыми, участвовать во всех выборных кампаниях в регионах и побеждать. Большинство партий этого не делает. Мы будем делать, мы умеем делать.

— Новая партийная структура возникнет на основе «Гражданской инициативы» или создастся с нуля?

— Это уже будет зависит от того, как пройдут выборы. Разговоры на будущее должны опираться на результат.

— На какой результат в процентах вы рассчитываете?

— Мы боремся за двузначное число. Каким оно будет, зависит от нас. Создана хорошая, работоспособная сетка. По акциям и мероприятиям мы видим, что люди к Собчак потянулись, поскольку чувствуют командную работу. Самое главное, чтобы обычные люди видели кандидата не только с экранов телевизоров, но и вживую, были бы сторонники, штаб, куда можно прийти и решить проблему. Все это мы делаем.
