The ECHR communicated the complaint of journalist Ali Feruz

The European Court of Human Rights in Strasbourg communicated a complaint in defense of Novaya Gazeta journalist Ali Feruz (Khudoberdy Nurmatov). Kirill Koroteev, a lawyer at the Memorial human rights center, wrote about this on his Facebook page.

According to the author of the complaint, in relation to Feruz, the Russian authorities violated articles three (the right not to be subjected to torture) and five (the right to personal liberty and security) of the European Convention for the Protection of Human Rights and Fundamental Freedoms.

On August 1, the journalist was detained and taken to the police department, where a report was drawn up against him under an article on violating the regime of stay in Moscow (Part 3.1 Part 18.8 of the Administrative Code). The court fined Feruz and ordered his expulsion from the country. But the prompt intervention of the ECHR forced the Russian authorities to suspend the deportation procedure.

On November 21, the Basmanny Courtfound the journalist guilty of violating Part 2 of Art. 18.10 of the Code of Administrative Offenses (carrying out labor activities by a foreign citizen or a stateless person without a work permit or patent). Feruz was fined five thousand rubles. The court also determined that he should be expelled from Russia, but again suspended this process due to the decision of the ECHR. The journalist said that Novaya employees helped him financially, but this did not constitute remuneration.

• Ali Feruz left Uzbekistan eight years ago due to the fact that the intelligence services of this country were trying to persuade him to cooperate, and began to live in Russia. Before Feruz could escape, he was tortured.
• On August 4, the European Court of Human Rights issued a decision prohibiting the Russian authorities from deporting Feruz to Uzbekistan, and on August 8, based on this ban, the Moscow City Court suspended the deportation of Feruz. Until the end of the trial, the journalist was placed in the TsVSIG.
