The head of the military "Voentelecom" Alexander Davydov was detained in the case of the theft of about half a billion rubles in the implementation of state contracts from the Ministry of Defense for the supply of radio electronics. It is reported by Kommersant with reference to sources.
"He (Davydov) is suspected of embezzlement of about half a billion rubles during the implementation of state contracts concluded from the Ministry of Defense for the supply of routers, as well as the implementation of copyright supervision of satellite communications," the publication says.
According to the newspaper, on Monday morning, employees of the Main Military Investigative Department of the Investigative Committee and FSB operatives carried out searches at the work and in the car of 36-year-old Davydov. After that, he was presented with a decision on the detention for 48 hours as a suspect and taken for interrogation.
"All these events were carried out as part of the criminal investigation on fraud on an especially large scale (part 4 of Article 159 of the Criminal Code), instituted back in 2013 on the basis of verification materials received from the Main Military Prosecutor's Office," the publication notes.
According to the investigation, the top managers of Voentelecom, “concluding contracts for the supply of equipment from the Ministry of Defense, among which there were routers (routers), as well as to carry out copyright supervision of satellite communications, used various schemes to significantly overestimate the cost of products, as well as receive a double fee for the provision of services.”
In particular, the Ministry of Defense paid 1 million rubles for one router, although its market value did not exceed 350 thousand. At the same time, the software supplied the Emzior LLC controlled by the defendants. The intellectual owner of these developments was the Emzior Technoljei company, headed by the sister of the head of the “military -liberacom” Olga Davydova.
In early December, the Khamovnican District Court of Moscow arrested the deputy general director of Voentelecom Oleg Savitsky and the former adviser to the commercial director of the company Dmitry Semiletov. Later, the general director of Ersiay LLC Tatyana Ilyina was sent to the pre -trial detention center. All three are charged with two episodes of theft of funds in the execution of state contracts of the Ministry of Defense. The investigation in the case was extended until April 6, 2018.
