Deviation in development

The Constitutional Court of Moldova has decided to temporarily deprive President Igor Dodon, the right to appoint new ministers, reports the publication Noi.md. This prerogative goes to the speaker of the parliament Andrian Candy.

The decision is due to the fact that last week Dodon repeatedly rejected the five ministers and two deputy prime ministers proposed by the Prime Minister. According to the law, the president has the right to reject candidates only once.

"The president’s refusal to fulfill his constitutional obligation to appoint candidates proposed by the Prime Minister and to execute the decision of the previous court is a violation. Therefore, the president temporarily cannot fulfill his constitutional obligations," the KS resolution says.

At the end of the year, Vladimir Plakhotnyuk, the head of the parliamentary majority of the Moldovan Democratic Party, proposed replacing a number of government members. At his proposal, the Minister of Foreign Affairs and European integration of Andrei Galbur was supposed to replace the Moldova ambassador in Switzerland Tudor Ulyanovski. For the post of Minister of Economics, instead of Octavian Kalmyk, ex-Prime Minister Kirill Gaburich was proposed. The Deputy Prime Minister in European Integration was to be the head of the People's-European Party of Moldova Yuri Lyanke, who had already released the post of vice-speaker of the parliament. Instead of George Balan, a Mide, Christina forester, was proposed to the post of deputy prime minister in reintegration.

Dodon approved the proposed resignations, but twice refused to appoint new government members.

In September 2016, the leader of the Socialist Party Dodon won the presidential election in Moldova . The entrance of the election campaign, he advocated strengthening the statehood and neutrality of Moldova, as well as against unification with Romania.

From the very beginning of the presidential term, Dodon, because of his pro-Russian position, entered into an acute conflict with parliament and the government, in which most have supporters of European integration. In October, the KS already temporarily removed Dodon from the performance of presidential duties because of his refusal to appoint Yevgeny Sturza, proposed by the parliament. As a result, the minister appointed Kandu.
