The congressmen also found that the FBI began to prepare a draft application for the removal of all charges from Clinton at a time when there were evidence of violations following the call of witnesses for interrogations, and before federal agents interrogated about ten more key witnesses in the case. It is noted that decisions in the case were made by a "small group in Washington", although this usually refers to the competence of investigators in the field.
