In 2012, in a panel single -entrance house on Krasnyi Street, a major overhaul was carried out at the expense of subsidies from the city budget. The building was built in 1969 and has never been repaired since then. By 2012, according to the technical conclusion compiled by LLC, Housing 21, the building needed serious repair work.
The order of the Department of Overhaul was attached to the technical condition of the house with a list of work that needed to be carried out: replacing central heating systems, cold and hot water supply, power supply, gas supply, replacement of drains, roofing, fire water system, etc.
In May, StroyServis-K began repair, and finished it in October. However, the residents had serious complaints about the quality of repairs, so the activists of the house turned to the head of the State Unitary Enterprise “DZ of the Mozhaysky District” Alexei Chernov. According to the residents, he assured them that the repair in the house was not finished yet, and the State Commission did not accept the repair. According to him, there was not enough money for everything, and the department is preparing documents for an additional subsidy. After a meeting with Chernov, Elena Yurova wrote to the Department of Overhaul to find out when new works in their house are expected. However, the deputy head of the department V.V. Mikhailichenko replied that the State Commission had already accepted the work, and that in the house on Krasnoye Street, 19 was a meeting of the owners who were satisfied with the repair. It even became clear that the meeting of the owners took place two months before the meeting of residents with Chernov. The director of the management company could not know about this, since, according to the documents, he was present at that meeting.

The StroyServis-K company, which carried out repairs, was established in 2007. The first director of the company was Evgeny Andreevich Mauter, he was its founder. The name of the mauter is often mentioned in very scandalous contexts associated with overhaul.
In one of his investigations, the Russiangate portal mentions that in 2012, Evgeny Mauter stopped leading StroyServis-K and entered the civil service to the prefecture of the North-Western Administrative District of Moscow. In the same 2012, StroyServis-K began to win tenders for the repair of buildings in the North-Western Council: in 2012-13, the company entered into contracts for the repair of buildings and improvement of territories with a total of 252 million rubles.
In 2014, the company Tenderonsult, also established by Evgeny Mauter, entered into a contract with the prefecture of the North -Western Administrative Offenses to the organization of open competitions and auctions in electronic form, including relatively overhaul.
A year later, Tenderonsult became a defendant in the FAS complaint in connection with a violation of antitrust requirements for the organization of trading for the repair of an apartment building. Tenderonsult announced the tender on behalf of the GBU “Housing of the North Tushino district”, however, the expert LLC, not allowed to these trading, considered that the “Housing”, “deliberately misleading the participants to restrict access to this competition.”
In 2016, Evgeny Mauter became the head of the procurement department of the GKU “Directorate of the LCD CAO”, and then in 2017 he took the position of acting General Director of the GKU “Directorate of the LCD CAO”.
After the story of the dubious acceptance of overhaul was revealed, the inhabitants of the house on the Krasny Street were overwhelmed by complaints of the State Unitary Enterprise “Despers of the Mozhaisk District”: after someone, after replacing the pipes, the battery stopped warming, someone had condensation on the walls, someone has the smell from the sewer. Also, many did not have seals on the meters. In almost all apartments, the builders removed the old heated towel rails, but the new ones were not put everywhere. But most people are worried about the state of the gas supply system. A resident of the house Lavrinenko wrote in his complaint to the State Unitary Enterprise “DZ Mozhaisk District” that after replacing the gas riser, no one checked the quality of welding and did not test the gas supply. The accident in the gas supply system is the main fear of residents.
Meanwhile, StroyServis-K in 2015 ceased to exist in 2015.
Having earned 1.1 billion rubles on state contracts in Moscow, the company experienced “reorganization by joining”, joined the Iceberg company, which was registered in the Altai Territory and has nothing to do with construction.
According to the system of verification of counterparties of the contour-Focus, the head of the Iceberg Zakharov Ruslan Romanovich headed 68 different organizations, and the company registration address coincides with the address of another 142 organizations.
To assess the state of the house before and after overhaul, the company LLC Housing 21, liquidated in 2014, was involved. Based on her examination, the State Commission took overhaul at home.

There are also discrepancies regarding the degree of wear of the building. The company estimated the wear of the house before overhaul at 38%, after a overhaul of 33.1%. It is curious that at the time when overhaul occurred with the house on Krasnoye Street, the “dwelling 21” was led by the guards Alexander Matveevich - the full namesake of the former boss (until 2007) of the Moszhilin Inspection. The guards led the inspection until 2007, and in 2008 he became the director of the “Housing 21”. In 2011-12, the “Housing 21” concluded contracts with the “Moszhilin inspectorate” for monitoring the technical condition of houses in all districts. Under Zhvanikov in 2011-12, the company won 45 tenders and earned about 154 million rubles-all these contracts were published on the public procurement website.
And yet: how did the protocol on the assembly of homeowners in the house on the Krasny Street appeared? According to Elena Yurova, they managed to receive an act of acceptance of the house and the meeting of owners in the management company only 2 years after the end of the repair. (It is noteworthy that the statute of limitations for criminal liability for forged documents is precisely 2 years). But in this document, the date of adoption of the act, nor the terms of work, nor the estimated cost of the repair were indicated. And the signatures in the protocol of the meeting of the owners, as Elena suggests, were forged. According to the document, the turnout at the meeting amounted to 90%, and two people were signatures from the public at home: this is an elderly married couple by the name of the infantry. Both of them deny that they signed something.
In September 2017, senior operative officer 3 OEB OEB and PC of the Internal Affairs Directorate for CJSC of the Main Directorate of the Ministry of Internal Affairs of Russia in Moscow D.A. Minin, who conducted a pre -investigation of Elena's appeal, told her that the handwriting examination found signs of fake in signatures in the protocol of the meeting of residents. However, the case on the fact of misuse of funds has not yet been instituted: for almost a year, the police cannot work from the State Unitary Enterprise “DZ of the Mozhaisk District” Payment documents for the repair of the house. And while payment documents have not been fully obtained, there are no signs of a crime.
Meanwhile, in 2015, Moscow switched to a new overhaul system. Now the owners of the apartments monthly transfer the fee to the capital of the capital remonat of apartment buildings, due to which their house will subsequently be repaired. The next overhaul in the house on Krasny Street is expected in 2039-2044.
