Novosibirsk was recognized as the most independent city in Russia

Novosibirsk was called the most independent city in Russia. Experts appreciated his independence from higher budgets and per capita income.

The Strelka consulting bureau has published a study "Wealth and Independence: what makes the city budget stable." The authors of the rating analyzed the budgets of the capitals of the regions in three years. They did not take into account the cities of federal significance (Moscow, St. Petersburg), as well as the territory of Crimea, which entered the composition of Russia only in 2014.

Experts introduced the concept of "independence" of cities. They correlated the income of budgets per capita, the balance of their own income of regional capitals, the share and dynamics of gratuitous revenues. The leaders were Novosibirsk, Irkutsk, Khabarovsk and Krasnoyarsk. At the same time, per capita budget revenues in Krasnoyarsk are significantly higher than in two other Siberian cities.

According to the Strelka, Novosibirsk had the highest income from personal income tax per capita (7.5 thousand rubles). At the same time, the city is a leader in education costs (13.5 thousand rubles per resident).
