“The five most active members of the PMC, including me, Ivan Melnikov, Dmitry Piskunov, were banned from going to Matrosskaya Tishina and Kremlin Central,” Merkacheva said.

A visit to the pre-trial detention center was also banned for the host of Dozhd, Kogershin Sagiyeva, and Alexander Bach.

According to the official version, this is due to the fact that the members of the monitoring commission are witnesses in the criminal case of POC member Denis Nabiullin.

“It is not clear why it was the five of us, because all the members of the PMC went to checks with Denis. But the investigator has now forbidden the most active people to go in order to remove us from inspections, during which we identified violations and wrote about them, ”Merkacheva said.

Dmitry Piskunov told OVD-Info that he did not know why he was chosen as a witness.

“Nabiullin is one of the most active members of the commission. He works with almost every member of the PMC. I don't have any criminal information. I only know what I read in the news,” Piskunov said.

A member of the POC is not allowed in a pre-trial detention center or a colony if he is a witness in a criminal case involving a person in this place of detention (Article 17 of the Federal Law “On public control over ensuring human rights in places of detention and on assistance to persons who are in places of detention).

“I filed a complaint against the actions of Matrosskaya Tishina with the Preobrazhensky Court, since formally I am not yet a witness. I did not receive a summons and was not notified in any way,” Dmitry Piskunov told OVD-Info.

Eva Merkacheva, stated that members of the PMC have already filed a complaint with the Prosecutor General's Office.
