One of the deputy heads of the Moscow Investigative Sailor Sailor Silence was dismissed after the scandal with the VIP cameras for the arrested. The name of the dismissed is not disclosed. In addition to him, three more people received disciplinary sanctions. The fact that in “sailor silence” came cameras of increased comfort - with televisions, refrigerators and shower, in December last year were reported by members of the public observation commission (PMC). According to their information, wealthy prisoners fell there for a bribe. After the publication of human rights activists, they stopped letting go into the insulator.
"On the threshold of a luxury chamber 275, I automatically want to take off, so that, God forbid, do not inherit. The size of almost the entire wall is a TV, a stylish suspended toilet, elegant shelves-crippers ... It seems that you are not in" sailor silence ", but in the hotel somewhere in the Maldives," the journalist Eva Merkacheva wrote after visiting the investigative insulator in the investigation. mid -December. The material claimed that such luxurious cameras are adjacent to crowded rooms, where "repairs have not been done since the time of King Gorokh," the prisoners are in close and in the conditions of unsanitary conditions. It was also called the amount that, the prisoners could receive more comfortable conditions of detention-one million rubles per place in the VIP camera.
After the publication, the human rights activist prosecutor's office of Moscow and the FSIN began checking the investigative insulator. On January 11, the departments reported that one of the checks was completed and one of the deputy chiefs of the Sailor’s silence was fired according to its results, three employees were brought to strict disciplinary liability. ” The Prosecutor General’s Office also sent materials in relation to officials of the pre -trial detention center to the Investigative Committee to resolve the issue of initiating a criminal case under an article on abuse of authority. However, the auditing authorities did not find the VIP camera in the insulator.
At the same time, several members of the Public Supervisory Commission, including Eve Merkachev, who published the plot about the “increased comfort” chambers, has ceased to be allowed into the “sailor silence” since then. The leadership of the isolator referred to the investigator’s document and the need to interrogate human rights activists as witnesses in the case of the PMC member Denis Nabiullin, who is accused of fraud. Eva Merkacheva is convinced that the ban on visiting the "sailor of silence" is related to publications about the "VIP-camera".
Eva Merkacheva
-How did you find the VIP cameras and what did you see there?
- At first, lawyers told us about this. Honestly, we did not really believe it, we decided that this simply could not be. And then a colleague told me about this, Denis Nabiullin , who is now arrested there. He said that the unpleasant story that he got into was mainly due to one of the prisoners, Dionysius Zolotov. This Zolotov was in some special chic chamber that looks like a luxury hotel. And, in fact, after that we went to look for where there is such a camera and whether there are other other cameras in the "sailor silence". To our surprise, we saw all this, and all the most terrible fears were confirmed. A case was discovered, on one of the upper floors of which there was a repair, some of the cameras were already ready and populated by people. When we began to go there, we were shocked, because against the backdrop of cameras, where the unsuccessful conditions of the detention are unbearable (there are cameras in the basements, fortunately, now they were closed), there was a completely different life in the "sailor of the silence", where there was open spaces, comfort, excellent televisions reigned, huge, huge, liquid -critic, where The refrigerators are clogged with delicacies, where an expensive Italian tile, suspended toilets in the bathroom ... all this shocked us! We immediately released it.
Medical wing in the pre -trial detention center "Sailor Silence"
Of course, we are very grateful to the Federal Penitentiary Service of Russia, because they did not hide all these facts and immediately said that a serious check would be carried out, all the perpetrators would be punished, they will not be covered. And, in fact, the next day, the generals from the central apparatus arrived at the Sailor Silence, saw these cameras, saw, on the other hand, the cameras were hellish and made, in my opinion, an amazing move when businessmen from the VIP camera were placed down in the basements, and ordinary prisoners moved to the renovated cameras. To date, probably, as such, the VIP camera does not exist, because even there, even a suspended toilet from one luxury chamber has been dismantled, removed, settled with a large number of prisoners, put more beds, no such expanse. Some attributes of a luxurious life disappeared from there. At the same time, these hellish cameras that were in the basement were closed. This, of course, is very pleasing. And the fact that today we learned about the dismissal of the head of the operational department, about what will be punished, involved in the disciplinary sanctions of the Operadel employees, this, in general, just says that we carried out the work not in vain, and the Central apparatus of the FSIN held all our promises.
- Do you have a feeling that this work that FSIN demonstrated was simply indicative, and such a system can exist in other insulators?
It was simply impossible not to detect
- At least for Moscow, I can definitely answer you that it is unlikely that it exists anywhere. Because we walk regularly and everywhere we look at everything, it was simply impossible not to find it. In the "sailor silence" we may have found these cameras with a delay for a couple of months, because they were just made, it is clear that they were freshly baked. I think that now it will be a lesson for all the bosses of the pre-trial detention center, and none of them will even think of organizing something like that. Because, firstly, this is discrimination, and according to the law, everyone is equal, and the cameras should be completely the same with us. I believe that this money that was spent on the VIP cameras, despite the fact that they could be distributed evenly from the philanthropists, and for this money it would be possible to repair the most necessary for the restoration of the premises, and then improve the life of some prisoners.
- You said that these cameras are built at the expense of philanthropists. This FSIN says so?
- This told us the head of the "sailor of silence" immediately when we asked him. I know that on this subject a check is also being conducted, at the expense of what money it was done. The same Dionysius Zolotov assured what it was for his personal expense. According to the law, philanthropists can provide sponsorship, and this is great, we always encourage this, but how to distribute it - the head of the institution must decide for himself, no philanthropist can dictate that they need to spend them on such cameras, buy just such televisions, precisely for these specific prisoners. This was a clear violation of the law, this is already abuse. Why the head of the pre -trial detention center preferred instead of repairing the worst cameras, to make aha repairs in others, this is a question to him.
- And in the pre -trial detention center, the bosses talked about which of the prisoners was sitting in these cells?
- When we walked and checked, it turned out that these were mainly businessmen, former officials arrested according to articles about fraud.
- That is, in principle, it is logical and fitting with the fact that you wrote that it can cost about a million rubles.
- Maybe yes. I think that this remains to be investigated and we will probably announce whether they took money from them and what money.
We are no longer letting us in this pre -trial detention center, and we have a lot of complaints about the Investigative Committee
“But at the same time you are no longer letting you into this pre -trial detention center, I understand correctly?”
- Yes, they don’t let us go there anymore, and in this case we have a lot of complaints to the Investigative Committee, because while all other supervisory authorities, and most importantly, the FSIN himself, we were supported in the fight against corruption in a single pre -trial detention center, the Investigative Committee not only did not support us, but forbade us to go there. And this causes us very, very many questions. The formal reason that we were supposedly made by witnesses in the criminal case, and in this case, Zolotov also passes a witness, and he is in "sailor silence", so we now cannot go there so that, God forbid, do not cross with him. We have a lot of questions, especially since we have not seen any official decision to attract as witnesses, no one interviewed us, no one even called me. So this is all very strange.
-In your opinion, this is due to what you wrote about the "VIP-camera"?
- Of course, directly connected! - Eva Merkacheva is convinced.
The founder of the Fund for Assistance to prisoners and their families, "Sitting Russia" Olga Romanova believes that human rights activists did not accidentally learn about the existence of elite chambers in the isolator:
Olga Romanova
- This story struck me, but not because dismissal and exposure followed. This story surprised completely different. As far as we managed to find out, it was the failure of the special operation, as I understand it, the FSB, special services, who knew very well what was happening in the pre -trial detention center, in the "sailor silence", knew very well about illegal cells, about the illegal special service of the contingent. Naturally, this is everywhere, and of course, this is a large chain of people who receive income from this. And because, as I understand it, the operation itself was failed to capture these beautiful people in vigorous, this information appeared in the media directly through the special services. Of course, I was upset that the prison agency, which has been frankly under close attention - during the construction of the prison “Crosses”, first lost the keys to the whole prison, these are electronic keys, and now, apparently, it is necessary to destroy and build this prison, because it was electronic keys, there were loud arrests in the system - and this is the very obvious preparatory cleaning of the department. The impudent thing. This is called - "The Last Hales." People understood what the "last hack" should do, and did. And other people who carefully conducted the check in the FSIN system said: “Yes, it’s not good ... what a surprise is“ VIP cameras. ”Of course, we received a monthly income from this, but, citizens, why fade? A strict reprimand for you! And some are even dismissal!”
- The press called a figure of one million rubles for staying in this cell. How much, from your point of view, such an amount can correspond to reality? How can this scheme be built in general?
A lot of paying such money
-Firstly, one million rubles per month from one person, and there are usually two of them. And there are several such cameras. In Moscow, this is quite a tariff that, I think, has already been subjected to adjustment several times, and not towards the decrease, God forbid. Many people pay that kind of money. I talked many times with relatives, with the wives of bankers, officials who pay such money by an eye without blinking, and when they turn to us for help, I always tell them that, firstly, stop paying. Just stop paying, we will not work with people who pay for such things. Usually the conversation ends on this, of course.
You need to understand that if you get into the VIP camera, you do not have money with you in your pocket, you must give an order and must understand that you are scared. You are scared, they showed you what they can do here. Then you are allowed to contact your relatives or your money holders, and you begin to pay regularly. If you stop paying, you are again placed in a regular camera. Such people are called "gingerbread". In general, they are sent from the zone to the zone as a gift, the prize - when one head of the zone can tell another head of the zone: "I am sending you a cow." Here is such a “cow” will travel around the zones and pay, pay, pay everywhere. The most common thing. These people are afraid to complain, they are not allowed to complain, they take out the maximum amount of money, often squeeze it to the end, forced to lend and give it back. This is a common occurrence, the most common. Why, in fact, a Russian prison, a penitentiary system - such a closed department? Of course, I do not want to show us all this. Where there are prisons, there are bribes, because it is a closed system that scares and presses the timid people. Grandmas spin, prisoners are tormented.
-Eva Merkacheva wrote that perhaps at some point all this will lead to the fact that the conditions of detention in prisons will depend on the financial condition of people. How fair is it? Is there such a legal working example somewhere that looks positive?
In civilized countries with a normal penitentiary system, nothing depends on your financial situation
- In civilized countries with a normal penitentiary system, nothing depends on your financial situation. There is an experience of private prisons in America, but I can’t say that it is positive. Private prisons do not take root, they turn out to be much more "Asian" things in the worst sense of the word than an ordinary, normal prison. In all countries of the world, prison is very different, of course, but, of course, there should be no inequality in conditions for people who have money and those who do not have money. There may be different conditions depending on the severity of the crime, and it is completely clear that maniacs should not sit in the same conditions along with an accidentally stumbled person, who, for example, made an accident with the dead. I know one case in Denmark about the wallet, but it rather shows just some features of Scandinavian society. The man was convicted of the murder of a woman, and he proved in court that he was deprived of his freedom, but could not deprive him of a natural need - to communicate with the girls. And then a discussion went in a society about who should pay for, girls, the so -called social prostitution: society or he, a rich person. He said: "You know that, I paid taxes all my life, I paid 63%, this is a maximum, a big tax, and now I want society to provide me with this money." There was a discussion for a year. Provided. This is a curiosity.
The prison camera in Norway, which contained terrorist Anders Breivik
-If you return to our history, you first said that this is, in fact, the internal "plums" of the FSIN, where there is some kind of stripping, if I may say so. What do you think this can develop further? What will happen to the FSIN?
“You know, one of two.” Or everything goes as it goes, namely, a complete decomposition, a complete absence of reforms. The last reform was under Beria, and everything else was cosmetic repairs. As the Gulag was created, so since then it is, only there are no large construction projects of the national economy, and they are no longer shot in prisons, and everything else remains. Such a completely rotten and survivor of his age, his age is a terrible dragon. And this can last as much as possible, with theft, with scandals, with torture. Or, nevertheless, the radical reform of this department is needed! Of course, indigenous, since this is one of the few things, probably in a world that can only be destroyed. To destroy and build in its place a calm, serious, strict, without luxury, without Norwegian luxury - we do not have so much money - a system. And for this, first of all, you need to completely remove the FSIN from the composition of the security forces. Well, how are the security forces, people who obey orders can correct something in human nature? It can be corrected by teachers, psychologists, writers, masters, engineers. The military cannot do this, this is not their work, ”concludes Olga Romanova.
In September 2017, Oleg Korshunov, Deputy Head of the Federal Penitentiary Service, was arrested on charges of embezzlement of 160 million rubles. According to investigators, Korshunov organized the purchase of fuel and lubricants and food products at high prices. The press sounded that the detention of Korshunov could be associated with the construction of the Cross-2 investigative insulator near St. Petersburg, which has been going on for almost ten years. Deputy Director of the FSIN does not plead guilty.
