
On January 9, in Tomsk, riot police and the Russian Guard dispersed a crowd of 2000 foreign citizens who gathered in front of the migration center in the hope of obtaining a temporary residence permit in Russia (RVP). The next day, the regional authorities convened an emergency meeting with the participation of officials and representatives of national diasporas.

A huge turn in the Tomsk Migration Center on January 9 was formed due to increased demand for quotas for foreign citizens. According to the order of the Russian Government, 1000 quotas for temporary residence in Russia were allocated to the Tomsk Region. In the hope of obtaining permission, which is issued once a year, people took the turn to the migration center from January 1. Activists made a list of 800 people, and every day in it was marked. But on the first day of receiving applications for the issuance of RVP, on January 9 at six in the morning, more than two thousand people came to the migration center, including foreign students who came to study in Tomsk universities. Those who recorded earlier could not get to the entrance. The crush began, eyewitnesses shot what was happening on the phones.
OMON and employees of the Russian Guard, who blocked the entrance to the migration center, arrived at the place. The police used stampers and batons.

The meeting was also present at the Public Security Committee of the regional administration. But silently. They recorded something in their notebooks, refused to comment on the events on January 9. It was only said that in the coming days the commission at the Ministry of Internal Affairs will begin to work (since 2016, the migration service in Russia has been reassured by the Ministry of Internal Affairs), which will find out whether the use of batons and electric shockers on that day was justified. At the meeting, it turned out that the entry in the line in the migration service was organized by a certain activist from Kazakhstan, on his own initiative. Her two sons are studying at Tomsk University. Last year, they could not get a temporary residence permit, which makes it possible to issue Russian citizenship. Mother was afraid that sons and this year again could not receive RVP. It was she who proposed to compile a list of those who want to receive documents in the migration center. Everything seemed debugged and well organized until the doors of the migration center opened on January 9th. The situation was heated, and then someone shouted from the crowd that the students would pass in a separate line and everyone needs to be rewritten again. The crush began, and then the security forces appeared.
The head of the autonomy of the Uzbeks of the city of Tomsk Khamza Khamroev said that he knew that the line at the migration center was formed from January 1, and even tried to somehow control it in order to prevent riots. But he could not influence the situation.
- Yes, I was in the migration center on January 4, when they called me and said that the police detained several migrants to verify documents. I went to the place to understand who exactly was detained, ”says Khamza Khamroev . - Then I met a woman who made a list and was a turn. - I will say that what happened is the omission of power! People themselves organized (in line), and it was their right. And they did it, by the way, not bad. There, even the warriors went to prevent unrest. But the authorities needed to simply control and reassure everyone. But this was not done, and it turned out like this.

- They say that 1000 quotas are distinguished. 300 of them goes to the Tomsk region, 700 - to the city. Of these seven hundred, one hundred are given to a commercial organization that implements quotas on their own. 600 remains much more,-says Talip Zulpukarov, head of the national-cultural autonomy of the city of Tomsk. - But remember when the dollar was still low: much more foreigners came to Tomsk. At the same time, there was no crush. Just everyone came to migration centers in the area in which they lived. And now for some reason differently. But you can return what happened before? And there will be no crush again.
The head of the Assembly of the Peoples of the Tomsk Region Nikolai Kirillov also admits that this year the work of the migration service was poorly organized.
“Everything was launched by itself,” says Nikolai Kirillov . - I am in the past - the secretary of the regional committee, and then I would demand to exclude from the party the person who allowed these riots. I don’t know who and from which party to exclude now, but measures should be taken the same: someone should take responsibility.

- Last year, this was not in the migration service. What happened in Tomsk is a shortage of employees of the Federal Migration Service, ”said Alekber Ragimov, head of the Azerbaijani cultural and national center of Azeri. - Before changing the migration legislation, we - representatives of various diasporas - were part of the Coordination Council at the Migration Service of the Federal Migration Service of Russia and discussed all complex and controversial issues. The leaders of the diasporas and autonomy called another reason for the lack of quotas: they say they are simply bought up. At the same time, the cost of one quota is 20 thousand rubles, and they are almost in bulk by those who then illegally transport documents to other regions (including to Moscow and St. Petersburg) and successfully resell them there.
- Previously, there was an alternative: for those who came to get a job, and those who want to get citizenship stood out different quotas. Everything changed a few years ago, ”says Talip Zulpukarov. - Now on all one quotas. It is necessary to return the past practice, and also, it is possible to simplify the procedure for obtaining citizenship. For example, a student first needs to get a RVP, then a residence permit and only then submit documents for citizenship. And at the same time pay, pay.
Our Ministry of Internal Affairs is a repressive ministry that is aimed at punishing, and not to help
According to the law, a temporary residence permit is necessary for everyone who studies or works in the region. The document allows migrants to work and not pay monthly for a patent of 3,500 rubles. The migrants who arrived to work pay a lot of money: for a patent, a physical examination, a certificate for learning the Russian language. It turns out that immediately upon arrival in Russia, they need to pay about 40 thousand rubles.
In the migration centers of many cities at the beginning of the year there was a crowd of foreign citizens. This is a systemic problem, says Svetlana Gannushkina, the head of the Civil Assistance Committee. In her opinion, the situation was aggravated after the migration service went into the head of the Ministry of the Interior in 2016.
- The Ministry of the Interior was transferred to functions that are completely inherent in them. The structure of the migration service has changed, qualified personnel left it, new people came in uniform. Now it turns out that the ministry, which should monitor the order, cannot organize order in its own bodies, ”says Svetlana Gannushkina. - Our Ministry of Internal Affairs is a repressive ministry, which is aimed at punishing, and not to help. Migrants come to them as petitioners, and this is not the petitioners, but the labor force for which there is competition around the world. If we talk about foreign students, we are interested in studying in Russia. In order for these educated young people to work for our state (if they decide to stay) or were the source of the spread of our culture (if they leave after studying). This is a matter of internal policy that should not deal with the Ministry of Internal Affairs.
- It’s a pity for people, they spent so much money on the execution of all documents. The exams passed for knowledge of the Russian language, medical examinations passed - there is so many things! But even if you spent a lot of money, you handed it out, you will stand in line for three or four days and you can stay with nothing. I spent 20 thousand rubles, stood for three days, froze, fell ill and was left without a document. Where is justice? - one of the migrants complains.
