The Ministry of Finance of the Amur Region recognized the state procurement of the vital insulin for diabetics ineffective spending of budget funds. The regional Ministry of Health overpayed over 600 thousand rubles per medicine.

According to the results of last year’s electronic trading for the supply of insulin Glargin, the Amur Ministry of Health bought more than a thousand packages of the drug at a price of 5 thousand rubles. The total purchase amounted to almost 7 million rubles. Activists noticed the discrepancy between the prices of the procurement and the market value of insulin and complained to the Prosecutor's Office of the Amur Region and the Ministry of Finance of the region.

The Ministry of Finance recognized that, taking into account the value added tax of 10%, the price of packaging of the medicine is almost 4.5 thousand rubles, and the Ministry of Health as the customer violated the principle of procurement, provided for in Article 12 of the Federal Law on the contract system. Nevertheless, administrative liability for this violation is not provided, according to the Ministry of Finance of the Amur Region.

After the complaints of activists, the purchase will also be checked by the anti -corruption department, as well as the deputy chairman of the government of the Amur Region. The guilty officials of the Ministry of Health plan to bring to disciplinary liability, writes the portal vostok.tode .

In the "Procurement Transparency rating", drawn up two years ago by the National Association of Electronic Trade participants, the Amur Region showed the "average level of transparency", gaining 3,861 points. At the same time, the capital of the region - Blagoveshchensk - scored 3,177 points and ended up in the list of territories with a low transparency of public procurement.
