Communications operators will create a single code for IT and communications

The Media Communication Union (ISS) will submit a single infocommunication code governing the legal relations in the areas of IT and communications. About this writes RBC with reference to sources.

The first version of the Code will be presented in April 2018. The document will determine the legal status of information as content, from the point of view of its content and as an object of intellectual rights. The Code will have sections on the protection of information, the work of information intermediaries, the rights and obligations of users, the principles of building communication networks.

“The general basis is the concept of“ messages ”, one of the forms of presentation of information,” the presentation that RBC studied studied.

As one of the interlocutors of RBC explained, the current legislation in these areas is outdated. “There are a number of different licenses for radiotelephone communication, data transfer, provision of communication channels, etc. As a result, one company is forced to get a dozen different licenses for work,” he said.

The document can be entered to the government through the program "Digital Economy", which is overseas the Skolkovo Foundation.

The media communication union was created in 2014 by telecom operators. Now the Union, in particular, includes MTS, Megafon, Vimpelcom, STS Media, Transtelcom, Gazprom-Media, Rostelecom. The laws on messengers and online cinemas adopted in 2017 were the initiatives of the ISS.
