One of the detainees, a 31-year-old resident of the Chechen village of Avtura, Magomed-Ali Mezhidov, filed an application for torture to the prosecutor's office. According to him, on August 16, 2017, he, accompanied by a convoy, was brought into the office of the criminal investigation officers in the Department of the Ministry of Internal Affairs in the Shali district. They connected a machine for torture with electricity to the thumbs of his hands and turned on the current.
"I shouted, it was very painful. At the same time, operational employees said that they would torture me until I agree to sign the recognition," the complaint of Mezhidov said. According to him, the investigators constantly repeated that after such interrogations "no one had yet been released without guilty." “A day later, I was again tortured with electric shock, attaching the terminals to the little finger and handcuffs, demanding that I admit what I did not do,” said Mezhidov. In addition, during interrogations it was beaten with a metal -plastic pipe.
For torture by electricity, a megommeter, a condenser subversive machine or a field phone with a dynamo are usually used. These devices give a high voltage current, but a low strength. There are almost no traces of torture, only black dots on the skin.
On August 20, Mezhidov agreed to sign the confession. At the same time, officially the detention was issued only on August 31, and the court made the decision on the arrest on September 2. Together with Mezhidov, his older brother Magomed Sidik was also detained. He also sent a complaint to the prosecutor's office. According to him, in the police department he was “immobilized with the help of adhesive tape and handcuffs” and tortured until he signed confession.
According to the Chechnya Ministry of Internal Affairs, in 2017, in 2017, 507 offenses related to drug use were identified. Only in August 70 people were detained, reports Republic.
