The State Duma will submit a bill to legalize private military companies within a month. This was stated by the first deputy chairman of the State Construction and Legislation Committee Mikhail Emelyanov, reports RT.

"The situation in Syria has shown the relevance of private military companies - they are great for use in such local conflicts. The law will attract PMC employees to participate in counter -terrorist operations abroad, to protect the sovereignty of allied states from external aggression. As well as to protect different objects, including oil and gas deposits, railways," said Emelyanov.

According to the deputy, the background will prescribe the concept and tasks of private military companies, the types of their work and services. In addition, social jackets for PMC employees will be fixed. The activities of PMCs will be licensed by relevant departments. Among the planned restrictions for PMCs is a ban on violating the sovereignty and change the boundaries of states, overthrow the legal authorities, conduct subversive activities, develop, buy or store weapons of mass destruction.

Olga Kovitidi, a member of the Council of Defense and Security, noted that the legalization of PMCs will create jobs for retired military and will help protect the interests of Russia. "In the context of existing challenges and threats directed against Russia, the determination of the systemic legal regulation of the activities of private military companies can become an effective tool for the implementation of the national interests of Russia. With the proper legislative framework, the activities of private military companies can become profitable and useful, ensuring not only the protection of the national interests of Russia and the workplaces of the military, but also as an effective guide of the state’s foreign policy," noted the state of foreign policy. Back in 2012, President Vladimir Putin proposed creating a system of private military companies in Russia. The head of state called PMC "an instrument of realization of national interests without the direct participation of the state."

On Monday, Foreign Minister Sergei Lavrov proposed legalizing the activities of Russian private military companies . “I think that here you need to clearly fix the legislative framework for these people (militants of Russian PMCs. - Ed.) Also in the legal field and are protected,” the minister said. Lavrov noted that the practice of using PMCs by various countries "spreads".

Now in Russia several private military organizations are unofficially operating. Russian mercenaries participated in aggression against Ukraine, and now they are fighting in Syria. It is also known about the possible sending of militants in Russian PMCs to Sudan to participate in the civil war in this country on the side of the dictator Omar al-Bashira. Currently, the activities of PMCs in Russia are illegal - it falls under Article 359 of the Criminal Code (mercenary).
