Among the two main Russian issues, one is clearly superfluous, and the other, perhaps, needs to be clarified. It is clear who is to blame - at least in that vast majority of cases when Russian power is pounced on an innocent person. Therefore, about what to do, you need to ask more than more.
It is necessary to raise a question differently: how to save a person?
For forces are always too unequal. On the one hand, the Russian authorities, this infuriated ruthless machine, attacking a person. And on the other, the victim of this state is with a handful of relatives, friends, like -minded people.
In short, it is more or less clear what happened on January 9 in Chechnya near the bridge between Kurchali and Mayrtup, where Oyub Titiev, the head of the Grozny branch of the Memorial PC, was searched and twice. It is clear where marijuana came from in his car. It is clear why he was arrested in the Shalinsky City Court. It’s just that Ramzan Kadyrov, recently included in the Magnitsky and Facebook list, has accumulated strong negative emotions and he decided to give an asymmetric answer to everyone who offended him.
But he still can’t reach Washington, as well as to Zuckerberg, and the “memorial” is at hand. Well, it’s not a fact that the enemies who turned up by the arm should be killed, they explained to him not so long ago. It is more practical to plant them on the 228th than to fight back from accusations on articles punishing for abduction, torture and murder. To such rather reasonable advice, the National leader of the Czech Republic sometimes listens.
So, Oyub Titiev must be saved. And the methodology for the release of hostages captured in Chechnya has not yet been developed, but there are already some experience, and we can evaluate the steps taken. For example, publicity in his business is a necessary thing, and at all levels, starting with the international. True, it is believed that the calls coming from the Council of Europe and even more so from Washington, the authorities in Moscow and the formidable spit, but they are hardly indifferent to the opinion of the West. Even Stalin did not really want to look like a fierce beast in the eyes of foreigners, to say about the current ones. That is why the performance of Titiev’s defense of the Commissioner of the Human Rights of Nils Muzhniex and the official representative of the US State Department is useful.
But even more important is that for the arrested they stand up in Russia. For all possible channels of the connection of society with the state, from the HRC and the Commissioner for Human Rights to Newspapers and Blogs. Mikhail Fedotova and Tatyana Moskalkova direct access to the Kremlin, and, no matter how much of their activities, these people know the rules of human rights at the present stage, and if there is a chance to at least pull Titiev from Chechnya, then they will take this chance. In essence, any backstage agreements, even with Kirienko and Wino, even with Kadyrov, at least anyone can only be welcomed with today.
The problem is different. If Ramzan Akhmatovich takes his soul and gets scores with America, punishing a “foreign agent”, then how can he play back? To plant, or something, policemen, who, by order of the Higher Chechen authorities, threw a human rights activist? Judge Khamzat Ibragimov, who, as it were, believed, to expel from work? It is impossible to imagine this either in Moscow or in Shali, so in the foreseeable time, unfortunately, it is not worth hoping for the release of the hostage. It is necessary to save him from these days from the torture investigation and from self -cornation related to blackmail technologies.
And this business, a prisoner alone without windows, Titiev takes on to himself. In a letter addressed to Putin, Bortnikov and Bastrykin, he directly tells them under what conditions he can find himself guilty. If they beat and threaten loved ones. Of course, his statement will not make much impression on the addressees, but in the deadly battle that he entered, this is a step at the same time desperately bold and unconditionally correct. The arrested warns in advance the leaders of the Russian Federation, the FSB and the UK, which will mean his recognition, and those, I want to believe, saves himself at least from torture. For his scandalous detention will turn into an even greater scandal if he confesses to the bench in the dock that he was transporting drugs. And the reputation of the Chechen interrogators is such that in what ways they knocked out this sincere confession, no one will doubt. As in who is to blame for the tragedy of Oyub Titiev.
In general, the salvation of the hostage in Chechnya is a long process, the occupation is infinitely difficult. There will probably be a court, according to the scenario of other ships according to the 228th with Chechen specifics, and there will be a sentence, relatively soft, and a cassation, and attempts to cancel it. The solutions of the ECHR should also be expected, doubting a little both in its objectivity and in the fact that in Russia this decision will not execute. Numerous examples before the eyes, and this damned Russian question “How to save?”, In fact, the most important of all accompanying the fate of millions of innocently convicted in the past and present remains unanswered. It is possible that there is no answer in principle.
