The fact is that today (January 16), "the city plan has decided on the criteria for the selection of candidates for the post of mayor of Voronezh." It has already begun enough fun, but it will be even more fun. We are expected by masterpieces of personnel and managerial counseling, the very cream of science about the selection of staff, which will be replenished with new pearls, which will be frankly laughing for more than one generation of HR managers and managers. Why am I so sure of that? Everything is simple. If initially the setting of the problem is incorrect, and they will try to “do the right one” by all means, then nothing but sarcasm and a healthy stack will work. Well, it is not possible to dig a pit and think that you are building a starship!

But, first of all, I would like to know who are these people who have already written the criteria by which the future mayor will be selected? Who are they? "Sister, tell me the name!" One person has already “lit up” - this is the acting Head of the Directorate of Legal and Economic Examination of the Duma Maxim Anishchenko. According to his position, it is immediately clear that he is a high professional in the field of management and selection of personnel, he picked up more than one thousand top managers in large Russian and foreign companies. But who are the rest? The same officials as mentioned above, not having the slightest attitude to the selection of staff and management?

In fact, this is not a funny question, because these people have already made a gross mistake. They wrote the selection criteria without writing the most important thing. And most importantly, this is the choice of the development strategy of the city of Voronezh, the mission of Voronezh, the way we want to see Voronezh in the future, the goals that the future mayor in the process of his work will depend on the choice of strategy. The goals should be transformed into objectives, etc. Under the fulfillment of these goals and solving the tasks set, the functionality is written for the future candidate: what he must be able to, what experience to possess, for which to respond and to whom to obey. So the science of management teaches. In the meantime, as we see, "the cart is in front of the horse." And this is only the beginning.

Next. A commission will be appointed, which will be engaged in the selection of the future mayor. I quote: “During the competition, the commission will have to evaluate the professional skills of candidates and their program for the development of the municipality” I apologize, what professional skills? What are you talking about the mayor's skills? Only those people who have already worked as mayor can possess the mayor's skills. Or do you want to offer us a "Varangian", not local? Or those who have already worked in this position: Skripnikova, Coliuh?

Now I will quote the requirements to the mayor already written by an “unknown circle of limited persons”: “Everyone who is 21 years old, who has five years of experience in state or municipal positions, can apply for participation in the competition. The commission will also check how well the candidates know the Constitution, the charter of Voronezh, the legislation on local self -government and, of course, anti -corruption. And they will appreciate their ability to plan work, negotiate, work with a computer and use electronic reference databases. ”

In order. “Those who have five years of experience in state or municipal positions.” Where did it come from? Why five -year -old? Maybe there were enough four, or, conversely, at least ten years? How do you justify this? Why only "in state or municipal positions"? Do you understand that with this criterion you delete a huge layer of very strong managers who could claim the position of mayor? Entrepreneurs, scientists, public figures, heads of non -state enterprises and many others. For example, according to this criterion, I would not immediately fit the strongest manager Gennady Chernushkin presented in the mayor’s previous elections Governor Gordeev (well, he does not have five years of experience in municipal positions!). It turns out that strong managers are prohibited by the place of the mayor?

Next. This was exactly what the lawyer wrote: “They will check how well the candidates know the Constitution, the charter of Voronezh, the legislation on local self -government and, of course, anti -corruption.” Is this that the future mayor will not have a legal administration or department, in which professional lawyers of the highest level will work who will conduct a legal examination of all documents leaving the city hall and verify these documents with an accuracy of a comma?

More. The commission "will evaluate their ability to plan work." As a rule, this skill can be evaluated only in the process of work itself, for example, on a trial period. Of course, to talk about how to carry out planning can be asked, but the skill does not manifest itself in the process of the story.

But this is a separate pearl! The ability to "work with a computer and use electronic reference databases." Something I have never noticed V. Putin at a computer or gadget. Or is it specially done so that people, the president’s level and a little lower, even close to approach the mayor? Or consider the president so incompetent that even he is not able to claim the post of mayor?

As you can see, while the “first pancake” in the field of attempts to choose the mayor went out lumpy. Not professionals are taken - it turns out a pie baked by a shoemaker.

Voronezh! In fact, the situation is quite serious. After all, it is very well known that the name of the position is not important. It is important what resources in this position the candidate has, what functionality he uses, who obeys him and to whom he obeys. So far, a fairly wide circle of mediocre managers can fall under the listed criteria, and maybe simply not managers, but the performers who will be appointed by this commission. They will write the functionality of the janitor to the post with the sign “Mayor”, and they will pick up the janitor, and he will manage our beloved city Voronezh, under the sensitive leadership of the commission who appointed him.

In addition to the fact that Voronezh residents are trying to deprive the mayor’s elections, to determine the vision of the future development of the city themselves, an attempt is still being made “interception of management” by writing the “necessary correct” functionality with the selection of the “necessary” candidate to this position.
