Most often, such antics are limited to obscene abuse and refusal to comply with the air carrier’s rules: to fasten the belts, not get up from the chairs, not to smoke ... But in especially violent cases, it comes to assaulting and threats to capture the aircraft. And in May last year on board the Tel Aviv flight-Moscow, the passenger in flight tried to open the doors of the airliner. Needless to say, the main reason for the inadequate behavior of citizens is excessive alcohol consumption, and charter resort, pre- and post-holiday flights fall into the category of special risk.
Obviously, passengers of the ill -fated flight and airline employees - flight attendants and pilots become the main injured in incidents with aircraft detachments. But the carriers themselves often suffer significant financial losses due to the delay in the flight or forced landing to transfer the inadequate passenger to the police officers. So, in August, the flight of the S7 airline from Novosibirsk to Moscow had to be laid through Perm, where a drunk passenger who staged a fight on board was planted, and the plane flying to the capital from Makhachkala landed in Volgograd because of the smoking passenger.

Black list is better than nothing
The initiator of the system fight against the aircraft detachments was the General Director of Aeroflot Vitaly Savelyev. A lot has already been made in this direction: a law on black lists has been adopted, criminal liability has been introduced, and fines have been increased. On the agenda - a item about special deterrence.
Since June, the carrier can refuse to sell the ticket to a citizen who grossly violated the rules of the airline and distinguished violent behavior on board. True, the ban is valid for flights for only a year, each company has its own lists, and there is a whole list of exceptions even for malicious rowky. Therefore, industry experts are in no hurry with conclusions about the sufficiency of measures taken.
“The law is too liberal, there are many exceptions and loopholes in it, and in fact, it is not a serious threat to the brawls,” Roman Gusarov summarizes the air editor. - I'm afraid that few will fall into the black list, and units will receive a refusal to sell tickets. Most of the rowky will be able to avoid punishment. But the very tendency to legalize the refusal of the transportation of rowsticks is boasted. Five years ago, there was no question of this - everyone talked about a violation of human rights to free movement. The head of the analytical service of the Aviaport agency Oleg Panteleev explains: “60% of Russians use the services of airlines once a year - during the vacation period. Therefore, being in a black list is not a limiter during the year, but rather a nuisance. And if desired, it can be circumvented - for example, to change passport data or go to the “treatment” aircraft, which is officially allowed for the blacklist. The law is important for another reason - the state drew attention to the problem of the destructive behavior of passengers, and the lawmakers went to meet the airlines with the adoption of a package of measures to seriously and sensitively punish for unlawful acts on board aircraft. ”
To unfasten the belt and ram
According to experts, the law on the black lists of air passengers is more likely to be preventive. Deprivation of the ability to fly (albeit for a year) for those who often travel or regularly make business flights will be more significant.
In this sense, it is important that, on the initiative of Aeroflot, out of the ordinary cases of rowdy on board can completely turn into criminal prosecution. Since April 2017, the court determines the punishment - from a fine (up to 500,000 rubles) to imprisonment (for a maximum of 5 years).
Nevertheless, experts note that in the law, where there was a place of punishment for the deed, there are no ways of operational counteracting conflict behavior aboard the aircraft. Within the framework of the law, the flight attendants can only use the aircraft for aircraft.

The size of the fines for aircraft detachments is also very significant: in France - up to 150 thousand euros, in the UK - up to 2 thousand pounds, in Korea - up to 20 million won, in the USA - up to 10 thousand dollars.
In almost every country, airlines have its own black lists and the ban on flights is large enough, in the USA it can become lifelong.
“In fact, the use of special equipment is simply a non -public topic, they prefer not to talk about it from the point of view of safety rules and from the point of view of the image,” Oleg Panteleev explains. - In general, an aircraft industry has accumulated a certain experience of countering terrorism and security threats. Previously, in the United States, “air marshals” were attended by flights, and the police officers also flew in the Soviet Union. But the effectiveness of measures was insufficient, and the presence of firearms on board always creates additional tension and nervousness, given that it can be applicable against you. It is undesirable to use wirspoons in flight, their influence on the on -board equipment of aircraft has not been sufficiently studied, and their use to passengers with pacemakers can lead to a serious threat to health. I think this is an unacceptable risk. Plastic handcuffs solve the main problem - reliably fix the rowdy, deprive it of mobility, and their use is absolutely safe for the health and life of passengers. ”
“For me, it remains a mystery why the use of special vehicles by the crew of aircraft, even a sufficiently soft action, until it found a positive response in the State Duma,” continues Oleg Panteleev. - Perhaps the deputies believe that the task of the flight attendants is limited to ensuring safety only in case of emergency evacuation, when it is necessary to leave the plane. Is the functions of guards with special equipment in their hands not a paramount task? The Victory Airlines promised to teach its flight attendants self -defense skills without the use of weapons. I would not want us to come to this, although the frequent cases of destructive behavior prove the need to take appropriate measures. ”
Therefore, it is highly likely that the Aeroflot initiative to legalize the deterrence specialists will find support not only in the expert community, but also in the State Duma.
