Anonymous electronic payments will be limited in Russia
The Central Bank and Rosfinmonitoring decided to compete with cashing money through electronic wallets - anonymous wallets and cards can be completely banned.
The government is preparing a bill to limit anonymous electronic payments. It is assumed that Russians will be able to credit the funds to electronic wallets and prepaid bank cards only from a bank account. We are talking about electronic means of payment that do not require the identification of the client when opening - the so -called non -personalized electronic payments (NESP) without the use of a bank account. These include, for example, Qiwi and Webmoney.
According to Kommersant, now it is no longer discussed as such, but only the degree of its rigidity. The Central Bank believes that it is necessary to introduce a ban on the removal of cash from wallets and prepaid cards, and Rosfinmonitoring proposes to ban anonymous wallets and cards completely, introducing the mandatory identification of their holders. “We see the use of the same anonymous wallets to finance terrorist, extremist and illegal activities,” said the state secretary of the department Pavel Livadny. A single position will appear "in the near future."
Experts surveyed by the publication unequivocally opposed the ban - it will not just negatively affect the market, but can even destroy this segment. One of the arguments - electronic wallets are used to pay for parking lots, even the Troika card to pay for travel in public transport is also the NESP.
Translations between citizens through the NESP are prohibited, and therefore the risk of laundering of funds is minimal, the general director of QIWI Boris Kim is insisted. The cancellation of calculations through such systems will create a lot of inconvenience, and units of unscrupulous users will still find a loophole.
WebMoney Transfer Development Director Peter Darakhvelidze says that infringement of electronic non -cash money may force many to switch to cryptocurrency calculations, the circulation of which in Russia has not been regulated (although the relevant law is being prepared ).
Now on the NESP you can pay up to 15 thousand rubles without restrictions in any way. According to the Electronic Money Association, more than 100 million active anonymous electronic wallets and prepaid cards operate in Russia.

Even with the “soft” version of the law, it will obviously become more difficult to use the same Qiwi - just withdrawing money from your wallet without identification, the procedure of which is still unclear.
