How Vladimir Vasiliev gathered his strength and began the war with corruption in Dagestan, the first victim of which the mayor of Makhachkala “fell”

The Investigative Committee charged the mayor of Makhachkala Musa Musaev to excess official authority. However, this was only a formality: Musaev has been arrested for four days and is in a pre -trial detention center. The fact that in relation to the 52-year-old mayor of Makhachkala Musa Musaev, operational investigative events are being conducted, it became known in December last year. According to Musaev himself, the interest of the operatives was caused by a deal with a plot of land in the center of Makhachkala. “Even then, I gathered experts,” Musaev said in court about the election of a preventive measure for him, “and invited them to cancel the decision, if it is illegal. However, experts assured me that the transaction was concluded in accordance with the law. ”

Nevertheless, on January 18, on the basis of materials collected during the operational-search measures, the UFSB economic security service, the Investigative Committee on Dagestan opened a criminal case against the mayor. Musaev is charged with paragraph “B” of part 3 of Article 286 of the Criminal Code of the Russian Federation - “Exceeding official powers with causing grave consequences”.

According to the investigation, in March 2016, Musaev signed an illegal decision on the provision of JSC “Joint-Stock Construction and Industrial Complex” (ASPK) of a land plot with an area of ​​17.5 hectares in the center of Makhachkala. The land plot was owned by the republic, and its market value, according to the expert’s conclusion, amounted to about 81 million rubles. Knowing this, Musaev still sold it to the APC for 1.1 million and thereby caused damage in the amount of 80 million rubles to the republican budget, the investigation said. According to the Unified State Register of Legal Entities, the ASPK company was established by the State Property Committee of Dagestan and is currently under liquidation. It is noteworthy that the liquidation commission is headed by the head of the company Saididymed Kurbanov, the father of Deputy Musaev Kurban Kurbanov, who oversees the Capital Construction Department of the City Hall.

Immediately after the initiation of the criminal case on January 18, the house and in the office of Musaev were searches and seizures of documents. In the evening of the next day, it became known about the detention of the mayor. After another two days, on January 21, Musaev chose a preventive measure - 10 days of arrest, after which he was supposed to be charged or released.

However, even then it was the impression that the chances of the liberation of Musaev are negligible. The criminal case against the mayor was personally instituted by the head of the Investigative Department for Dagestan Sergey Dubrovin. Then the case was instantly transferred to the headquarters to the level of the North Caucasus Federal District. The head of the RF IC, Alexander Bastrykin, before the charges, took under his personal control his investigation, simultaneously instructing investigators to "check the activities of the mayor for other possible episodes of criminal activity." All these facts spoke of a more than serious mood of the Investigative Committee. Indeed, on January 25, Musaev was already officially accused.

Musa Musaev was elected to the post of mayor of Makhachkala in 2015, after one of the former mayors Said Amirov, who ruled the city for 15 years, was sentenced to life imprisonment for trying to organize a terrorist attack.

Before his election, Musaev headed the Ministry of Construction, Architecture and Housing and Communal Services of the Republic for several years and was supposed to be close to city problems. Nevertheless, with the new mayor for two and a half years of visible improvements, neither in personnel policy or urban economy occurred.

Million Makhachkala is not only the largest city in the North Caucasus, but also the most problematic in terms of urban infrastructure. The chaotic illegal development and dubious land transactions, flourishing for decades, almost completely destroyed the historical appearance of the city. Failure to comply with the most elementary urban planning and sanitary standards led to a collapse of communal and engineering infrastructures, drowning the once blooming seaside city in garbage and sewage drains. However, during all this time, no major official was held accountable.

It seems that now times have changed.

At the initiative of the acting head of Dagestan Vladimir Vasiliev, in mid -January, a whole law enforcement landing arrived from Moscow to Dagestan to conduct a comprehensive audit of a number of departments. “I was faced with many appeals of citizens whose essence came down to the fact that many of them did not make objective decisions, according to the applicants ... In connection with this and for a number of other circumstances, I asked the Prosecutor General so that we would look with the secondary team from other regions of supervision, observing the rights of citizens,” Vladimir Vasiliev explained his initiative at the meeting with prosecutors. The commission included 38 prosecutors representing various regions, they are accompanied by 40 consultants and experts in various areas of the economy and law. It should be noted that the seconded employees of the Kommersant Office of the Republican FSB, in whose competence there is a collection of operational data on economic crimes, have been complaining about the difficulty in bringing local large officials to liable for many years. The last loud attempt was made in 2013. It was associated with financial frauds in the Dagestan Pension Fund, headed by Saigid Murtazaliev at that time (today Murtazaliev is on the run and put on the federal wanted list, but not under articles on financial fraud through the finance of terrorism). However, no one has been convicted so far.

“There are plenty of materials for local officials, but cases are stopped in courts with the active participation of prosecutors. Corruption affairs are either frozen or not aroused at all, ”FeSbashniki say.

Now, with the help of secondary prosecutors, the situation should radically change. According to the “New”, the commission’s plans include checking the activities of the republican government, all eighteen ministries, as well as the activities of officials of the four largest municipalities of Dagestan: cities of Makhachkala, Derbent, Khasavyurt and Kizilyurt. The powers of the sidoruk are given the widest.

This means only one thing - the situation in the republic is not just critical, it is already catastrophic. And Moscow itself is to blame. Over the past twenty years, the federal center has focused purely on the fight against terrorism, combining all new divisions of the assembly and riot police into the region and stubbornly ignoring all the worsening socio-economic situation. Now, under the new head of the Republic, Vladimir Vasiliev, it was decided to try to rectify the situation.

The last time something similar in Dagestan happened in 1998. Then the republic, torn by clan, ethnic and religious contradictions, stood on the verge of a coup and getting out of control of the federal center. The situation was aggravated. In these extreme conditions, the so -called “Kolesnikov Commission” was sent from Moscow to Dagestan.

Vladimir Kolesnikov, at that time the First Deputy Minister of the Ministry of Internal Affairs, headed the interdepartmental investigative-operational brigade and had broad powers. He had to deal with crime and strengthen the vertical of power. During the work of the commission on various charges, including the theft of budget funds, more than fifty officials were arrested, dozens of criminal cases were instituted, for example, against the then Minister of Justice, as well as against mayors and heads of a number of cities and regions. Kolesnikov himself did not get tired of repeating that he would not leave the republic until he had begun to the end. However, all these undertakings ended in nothing.

Soon Kolesnikov went to fight crime in the Krasnoyarsk Territory.

All cases were frozen, the arrested officials returned to their places, not a single person was held accountable.

Also, according to Novaya, in February, it is planned to send a commission to Dagestan from the central apparatus of the Ministry of Internal Affairs for a large -scale and detailed verification of the work of the Republican Ministry of the Interior.
