
Siberia as a macroregion “falls out” of the federal center. Today there are serious injections into the Crimea, the North Caucasus and Far Eastern Federal Districts. In the latter, the Ministry of Development of the Far East and the corresponding state corporation were created.
At the same time, the share of the Siberian Federal District in the GDP of Russia fell from 15% to 11%. In the Siberian Federal District, the average salary is lower than in Russia as a whole, the outflow of the population continues.
The Siberian Agreement set itself the task in 2017 to switch to project management. This entailed a certain personnel update and the construction of two control contours - process and design. At the end of 2017, a portfolio of projects was formed, which is planned to be approved at the next meeting of the masses. The Moscow representative office of the masses was also created for more dense work with both federal authorities and the main beneficiaries of the Siberian economy, who are tax residents of the city of Moscow.
More than 50% of the mass employees underwent design management, personnel management.
Masses make a lot of efforts in order to increase the participation of Siberian regions in federal programs. Now the task is to convince the government to give an order to the Ministry of Regional Development together with the SB RAS and the masses to begin the development of the Sibir Macro -Region Development Program. Such a program, in combination with federal administration and the presence of a managing body, can attract significant investments to Siberia and increase the rate of economic development. So the creation of the Ministry of Development of the Far East made it possible to attract more than trillion rubles to the regions of the Far East.
Two years later, the 2020 Strategy for the Development of Siberia will end. According to the executive director of the masses Andrei Zhukov, this program was made by only 40%. This is due to the fact that it was formed eclectically - all the proposals of the regions were collected in it, while there was neither federal funding, nor a single governing body that would be engaged in the implementation of the program.
According to Zhukov, the new program should contain several strategic directions. Among them:
- Demographic - an increase in the population of Siberia is required by several million.
-Scientific and industrial-it is necessary to use the potential of the Siberian branch of the Academy of Sciences, to form a high degree of processing near resource sources in order to export not raw materials, but goods with a high additional cost.
- Transport - it is necessary to develop high -speed highways connecting the cities of Siberia and new modes of transport, allowing you to get to remote settlements. In particular, small aviation.
- Financial - serious sources of financing development projects are required. In particular, the masses are active with VEB.
- Management - to coordinate actions and the full implementation of the program, the presence of a governing body is necessary. In this capacity, the state corporation of the development of Siberia could perform. The creation of such a corporation is provided for in the presidential decree on the development programs of macro -regions.
According to Zhukov, in the case of the implementation of such a program, Siberia will be able to become a locomotive of development of the whole of Russia and double its share in the country's GDP by 2035.
In February 2017, the masses plans to submit its plans at a meeting of the Council of the Siberian Federal District, to report them to the heads of regions.
