
The Union of Small Enterprises of the Krasnoyarsk Territory announced that entrepreneurs are preparing to reach an action called "The funeral of small businesses."
The application for the action on February 6 in the city center on Red Square has already been submitted to the city hall. The city hall proposes to transfer the event to a less crowded square of astronauts. But entrepreneurs insist on their own. They say that in 2017, the authorities "literally declared war on" small business. First, a grand repair began in the city center, as a result of which entrances to shops, cafes, restaurants were dug up, parking spaces that the businessmen themselves equipped, demolished. The business only manages to count losses, entrepreneurs say. And then a large -scale struggle with stalls and pavilions began. Hundreds of retail outlets received a notification of demolition. They gave three months to move. Entrepreneurs protested , but to no avail.

In May, Boris Titov, the Commissioner for the Protection of the Rights of Businessmen in the Russian Federation , told Putin that a conflict arose between entrepreneurs and the city administration in Krasnoyarsk. And he explained that the demolition of kiosks and transformations in the city center are associated with the holding of the Winter Universiade in Krasnoyarsk. Entrepreneurs demanded “solving the problem in a different way”, but no one listened to their requirements, they were given “compensation places” for doing business, which, as a rule, are in long -range areas where there is no infrastructure. In the near future, the second stage of "evictions" starts in the city. And the business decided to act.
"You have not gone to the offshore, you died at home." With such slogans, entrepreneurs want to attract the attention of the city authorities to problems that have accumulated in the field of small businesses. Officials and deputies of different levels will be invited to the action. It is assumed that up to 3,000 “self -employed” residents of the city will come to the “funeral”.
"The country is making enemies for itself"
Sergey Nasaridze, owner of a trading pavilion:

- I have a higher legal education, in 1993 I graduated from the Omsk school of the Ministry of Internal Affairs of Russia. Took up the sale of food. I work at my point since 1996, I regularly pay taxes, and now, it turns out, I interfere with the city. But I give work not only to myself, but also to third -party organizations, wholesale bases, for example, to my sellers.
Where does the wind blow, we know. We are destroyed for the sake of large retail chains. They put pressure on those in power, since we are their competitors.
The most offensive thing is that the legal business came under the rink today. Those entrepreneurs who work illegally today, and there are no one in the city in the city. No one knows about them.
We are in despair, brought to extreme
I am Deputy Chairman of the Board of the Regional Union of Small Enterprises. I advise entrepreneurs on legal issues, took part in the development of a new regulatory act on the placement of temporary structures. And I see that today the authorities do not even want to listen to the problems of small business representatives. We are asked to equip a good appearance of our stores, but we have no guarantees that in a year we will not be asked to move out. We demand that the permission to place the outlets operate from at least 7 to 10 years. Now it is valid from 4 months to a year. This is absurd, I am constantly like hot coals.
We are in despair, brought to extreme. So the country is making a huge number of political opponents of the system, we are all voters.
"Officials have a commercial face"
Irina Samarina, owner of a pharmacy network:

- I am 59 years old, I graduated from a medical university, a pharmacist by education. Before doing business, I worked in state pharmacies in senior positions for many years. For several years she led the pharmacy network of the Oktyabrsky district of Krasnoyarsk. Derived it out of bankruptcy. In 2009, when they “left” me from the state pharmacy, I had to start my business. Then, of course, there were also problems. But in the officials of those times, the 90s-early 2000s, the human face was still present. They tried to help entrepreneurs, walked towards. For example, I managed to open a pharmacy without a bribe. Now officials have only a commercial face. They think how, where and which way to earn. And the most unpleasant thing is that all this is done under the mask of the fact that they care about the inhabitants of the city. What no one is asking them about. In fact, the goals are completely different. When we are kicked out of our lands, they will appear “your” person or one with whom it will be easier, more profitable to negotiate, build the same pavilions and will rent them.
This is the most natural genocide of small business
It is very difficult to do business when the young generation asks me: “Maybe you can do business?”, I reply: “For God's sake, you don’t need a business.” Here the head hurts 24 hours a day. And now it has become even more difficult. People have no money, they buy cheap drugs, no turn. And I need to pay a salary. As a result, we, entrepreneurs, are all in a deep crisis. Large foreign networks survive of us, no one supports local. But you can agree with us, sit down at the negotiating table, discuss everything, designate some rules by which everyone will work.
Over 9 years of entrepreneurship, I have acquired a serious disease, spent a lot of nerves, practically ditch my health. Now I have a lot of money to recover it.
And I do not see any prospect. The only way out is to retire. But my pension is only 13,000 rubles, less than that of my employees. Although I always received myself and paid employees only a white salary. The question is, why? As I was explained in the pension fund, I got a coefficient of 4.6, but more than 1.2 is not supposed to pay.
We are ready to go to rallies, let the federal government see what is happening. This is the most natural genocide of small business. We are kicked out of the accumulated places and offered compensation places in almost deserts.
But those who remain is not easier. In the center of Krasnoyarsk this year, parking spaces are massively demolished. Buyers cannot drive up to shops or pharmacies. They removed a parking pocket at the pharmacy, where they serve beneficiaries. This is a state enterprise, has been working since the 1980s, disabled people, elderly, have nowhere to stop there, and there is nowhere to stop. As a result, people are halved in people. Some pavilions generally blocked fences, it’s even difficult to approach them.
I was not a notification of moving to a compensation place. But this is a matter of time. We just have the turn for the scaffold is different, but the fact that all the heads will be chopped off is for sure.
"I am fundamental, I do not give bribes"

- I have a good education in the field of catering, while still a student, I was earned as a waiter. Life has so happened that he went into his business. And I have been cooking in it for more than 10 years. Throughout all these years, he experienced serious pressure from the authorities. All this time in my pavilion there is no electricity. To the point you need to pull a cable of 3 kilometers, it costs one and a half million rubles. And the mayor’s lease concludes only 11 months with me, she is so profitable, and I can constantly keep me on a hook and manipulate. It is clear that to invest that money, and tomorrow I can’t. I get out, the neighbors will throw free kilowatts, then on gasoline generators, I sit on batteries of batteries.
In general, today the small business has so impoverished that it does not even have money for bribes
At the moment, my pavilion has not yet been demolished, I fall under the second stage. The administration, by the way, says that only 500 pavilions will be demolished, but in fact 1,500 in three stages. By the way, from the side of the tax, there are no strong pressing. There are adequate people. I believe that all these obstacles are created specifically so that we run to the authorities to negotiate. And I am a principled person, I don’t give a bribe to anyone. And here is the result - 10 years of work without electricity.
In general, today the small business has so impoverished that it does not even have money for bribes. The way the authorities work with business today recalls the privatization of the 90s. When the ruble was brought down, the money depreciated to privatize the enterprises for a penny. We were also brought to the handle and offer us to rent premises in large shopping centers, to build modern pavilions for millions. What to do people, just spit and leave. And when we leave, “our own” will come to our places, dedicated or close. This is already happening.
We are sometimes survived by the most monstrous methods, just turn off electricity. And for three days, people sit without light. And if the grocery store, everything spoils there. To connect, you need to pay money. This is extortion and blackmail.
It’s hard to call us businessmen, we are self-employed townspeople. Since there is less and less money for development, you have to get compressed, reduce sellers. We ourselves are engaged in packing, standing behind the counter.
Of course, I will not be left without work, the young is also a good education. But I do not want me to be indicated where to work and what to do. This is my city, my land, and I want to work here. I have a large family, it needs to be kept.
Although, of course, there were thoughts. In the family, we seriously discussed options for moving to another country, if it is completely unbearable. But what to do the rest? Still will not leave.
People understand that closing themselves is also not always a way out. As a rule, after closing IP, debts, commodity obligations, someone in a mortgage always arise. To be left without a outlet is, in fact, to go sell an apartment. Where to live?

- I am a teacher of Russian language and literature, for 25 years I worked at the school as the chairman of the trade union organization, defended the rights of workers, but today I can not protect myself.
When the trade unions began to fall apart, she decided to go into business. The husband at that time worked as a guard in a colony, there they did not pay salaries there for months. I also had to quit. And we started working together.
They took up food. We bought a pavilion and worked for twenty years on the territory of a large hospital complex - BSMP. They provided food for thousands of patients and doctors. We stood at the origins of the beginning of entrepreneurship in Krasnoyarsk.
And suddenly, with the advent of the new chief doctor, they began to survive us. It was clear that the new leader wanted to put "his" people here. I had to move out. In return, the city hall allocated us a compensation place. In principle, not far, but everything had to be started again. I was very worried, I was directly ill. Our pavilion was completely equipped: plumbing, hot, cold water, we invested so much effort and money in it. Only one arrangement of the territory near the pavilion costs 100,000 rubles.

In a new place, everything had to be done again. But we rebelled from the ashes. They blocked the roof, made a new ceiling, bought equipment. They started working. And six months later, by mail, a notification received that the mayor's office was terminating the contract with us due to the transfer of a place for the needs of improvement to the "Road Management". Imagine our condition?! They did not call, did not warn, did not explain, but with a butt on the head. And what does the road have to do with it? We have 6 meters to the roadway. When I drawn up documents for a new place, I asked all possible officials several times, whether everything is in order with the place, whether there will be problems. I was assured that everything was checked, a urban planning analysis was carried out, everything is legal. How can you believe the authorities after that?! Those who worked with me have already been fired, others are sitting in their place. Nobody was bear any responsibility.
In desperation, I wrote a letter to the Prosecutor General. She explained that a small business is destroyed in Krasnoyarsk, described her situation. But so far there is no answer.
