Allowing hostels in apartment buildings, the bill in the State Duma will be considered in the spring

The Government of the Russian Federation is preparing amendments to the housing code that legalize hostels and mini-hotels in apartment buildings. The bill is promised to send to the State Duma until the end of March. One of the authors of the document is the Senator and Chairman of the Expert Council for Tourism under the Committee of the Council on Social Policy Igor Fomin. He says that the document will write down rather strict rules for the work of hostels. However, the amendments themselves completely contradict the previous resonant bill on the prohibition of hostels in residential premises adopted in the first reading back in 2016.

Hosters owners in high -rise buildings will be forced to coordinate work with apartment owners. According to Igor Fomin, now experts are determined how many owners of housing must vote "for" the work of the hostel so that he can open. Most analysts are sure that more than half of the inhabitants of the house should approve it to maintain an overnight stay. The discussion is about how many percent of the residents of the entrance in which the hotel is located must approve it, the Moscow Agon reports.

Fomin said that the bill will spell out signs of hotel services in order to distinguish hostels and mini-hotels from traditional rental housing. “This should be a set of conditions: for example, when, in addition to residence services, cleaning, nutrition, and other services are provided and others are provided. Also, the hotel service is characterized by frequent guests replacement and commercial promotion, for example, through online booking systems. But there is no final list yet,” says the senator.

Underground hotel entrepreneurs will look for special commissions created by the regional authorities. According to Fomin, they already exist in resort regions. Legislators are also discussing the legalization of hotel services provided to tourists in private houses.

Then the fair -Russian Galina Khovanskaya explained that the hostels not only pose a danger to residents of neighboring apartments "from the point of view of drug addiction and alcoholism", but also a terrorist threat. The explanatory note to the bill said that the use of residential premises as mini-hotels also violates the housing rights of tenants living next to hostels.

The deputies decided to change their decision and legalize the work of hostels in high-rise buildings after a meeting with Deputy Prime Minister Dmitry Kozak at the end of September 2017. Prior to this, Minister of Culture Vladimir Medinsky called the ban on hostels in residential buildings with a blow to domestic tourism, and Prime Minister Dmitry Medvedev proposed to open hostels with the written consent of all residents of the house. As a result, after conferring, the deputies decided to mitigate the bill by prescribing the sanitary and epidemiological requirements in it and the mechanism of control over the organization of hostels. They offer new rules already in early 2019.
