RSPP: The current version of the "package of Yarova" will raise the price of communication by 90%
The Russian Union of Industrialists and Entrepreneurs (RSPP) stated that the requirements of the authorities within the framework of the “Spring Package” will lead to an increase in tariffs for contact up to 90%.
The mitigation of the requirements of Federal Law 374-ФЗ (“Spring Pack”) in the field of data storage, provided for by the Ministry of Communications, did not suit the Russian Union of Industrialists and Entrepreneurs (RSPP). Business representatives insist that the requirements will still lead to an increase in tariffs for communication services by 12-90% and absorb the investment budgets of operators. Experts propose to further reduce the terms and volumes of stored information, as well as introduce a phased implementation of the law until 2022 not only in terms of time, but also territorially in order to limit the load on the mains.
This is stated in the conclusion prepared by the RSPP commission. The RSPP was sent by the deputy head of the Ministry of Communications Dmitry Alkhazov and Deputy Prime Minister Arkady Dvorkovich.
The RSPP admitted that the Ministry of Communications in the new resolution partially takes into account the proposals of businessmen, but the implementation of even such rules can lead to the termination of the development of communication networks in Russia, "since it will completely absorb the investment budgets of communication operators or lead to a significant increase in tariffs for communication services (by 12-90% depending on the service and operator)."
According to the finalized project, the Ministry of Communications, the operators will have to store the actually transmitted traffic, with the exception of the voice, within 30 days. But significant funds will go to the fulfillment of even these conditions. The RSPP appeal states that the costs of fulfilling the requirements for the “Yarovaya Package” for five years will amount to MTS up to 43 billion rubles, for Vimpelkom - at least 63 billion rubles, for MegaFon - about 40 billion rubles, MGTS - no more than 17 billion rubles. and for the "Er Telecom Holding"-about 50 billion rubles.
If the initiative in the current editorial office is currently accepted under the influence of the “Yarovaya Package”, the allocated telephone communication networks will remain, which will entail large costs for companies that use them. In particular, Alros, Russian Railways and Lukoil have such networks.
In addition, representatives of the business indicate, the “Spring Package” will not be implemented from July 1, 2018, since there is no equipment necessary for the implementation of the requirements for the implementation of the requirements, and the existing and current systems cannot be modified.
In connection with all of the above, the RSPP experts propose to revise the requirements of the “Spring Package” in terms of even more reducing the terms and volumes of information subject to storage. They also consider it necessary to derive traffic of selected communication networks, special forces and corporate users from under the action of this law.
At the same time, “the stage should affect not only the shelf life of traffic, but also the geography of networks,” the commission emphasizes.
The geographical stage is necessary, among other things, to avoid a sharp increase in electricity costs, the curator of the “Communication and I” working group under the government, Irina Levova, said. According to her, most of the regions of Russia are energy -deficient for the full -scale implementation of the “Spring Package”. “Huge data centers that have yet to be built will consume incompetibly large volumes of electricity than now, not so much for energy consumption itself, but for cooling,” Levova explains. Strict compliance with the requirements of the law, thus, would lead to fan shutdown of electricity in large cities and regional centers, it is sure. According to the group “Communication and IT”, the maximum acceptable period of storage of data on the “Spring Package” package is only three days.
At the end of January, the Government of the Russian Federation recognized the justified part of the criticism of the “package of Yarova” by the RSPP and agreed to concessions. The Ministry of Communications then changed its draft resolution and added a wording there that the operators will have to store the actually transmitted traffic (with the exception of the voice) for 30 days. The volumes of stored information can be revised after December 1, 2022.
The anti -terrorism amendments, which are the unofficial name “Spring Pack”, should finally enter into force since July 2018. They oblige operators of communication and Internet companies to store audio recording of conversations, all correspondence and other types of subscribers for six months, and data on this for three years. The exact dates and volumes of what will need to be stored will be established by the government.
