A St. Petersburg resident is going to enter into a pre-trial agreement in the Network case

St. Petersburg resident Igor Shishkin filed a petition to conclude a pre-trial agreement on cooperation with the investigation. Mediazona writes about this with reference to Shishkin’s brother, Andrei, and lawyer Igor, member of the international human rights group “Agora” Dmitry Dinze. Shishkin is a suspect in the case of the “terrorist community Network.”

According to the Code of Criminal Procedure , in the petition a person indicates “what actions he undertakes to perform in order to assist the investigation in solving and investigating the crime” and also helps in finding and “prosecuting other accomplices in the crime.” After the agreement, according to the prosecutor , if the person admits his guilt in full, the case can be separated into separate proceedings. Then the trial will take place in a special manner, without examining evidence of guilt, and the judge will be able to impose a more lenient punishment than provided for in the article.

• Shishikn is suspected of participation in a terrorist community (Part 2 of Article 205.4 of the Criminal Code). He was detained on January 25 while he was walking his dog. After this, a search was carried out in his apartment at night, and Shishkin himself disappeared .
• On January 25, the Dzerzhinsky District Court of St. Petersburg arrested left-wing activist Viktor Filinkov for two months under a similar article. According to investigators, “Filinkov and other unidentified persons, sharing anarchist ideology, took part in a unit of the terrorist community for the purpose of carrying out terrorist activities, propaganda, justification and support of terrorism.” On January 26 it became known that he was tortured.
• Shishkin did not report torture, however, the local POC recorded numerous injuries and burns on the young man’s body. Shishkin himself says that he was injured during training. Members of the commission say that Shishkin “asked permission from the employees for every action he took” and asked the commission members not to do anything that could cause dissatisfaction among the employees.
• The Republic publication, having familiarized itself with the case materials,wrote that the FSB believes that there is an organization called “Network”, which allegedly has cells in Moscow, St. Petersburg, Penza and Belarus. The members of this organization, according to security officials, planned to use terrorist attacks to “sway the masses in order to further destabilize the political situation in the country.” They allegedly planned to carry out explosions during the presidential elections and the World Cup, as well as to raise an armed rebellion. According to the FSB, Shishkin and the other seven people who were arrested in St. Petersburg and Penza are members of this organization.
