In his complaint, Kapustin writes that on January 25, not far from his house, masked people ran up to him from behind and threw him to the ground. They kicked Kapustin and then forced him into a minibus, where they laid him face down on the floor and handcuffed him tightly. In the car, Kapustin was asked questions about people he did not know. When the masked men were not satisfied with the answers, the complaint says, the industrial climber was shocked with a stun gun.

Kapustin told Mediazona about his detention, torture in an FSB minibus and promises to take him into the forest and break his legs.

In October-November 2017, six activists were detained in Penza, and later two more (Viktor Filinkov and Igor Shishkin) were detained in St. Petersburg. The FSB believes that all of them are members of the Network organization, which was created in Penza in order to “sway the masses to further destabilize the political situation in the country.” Network cells allegedly operated in Moscow, St. Petersburg, Penza and Belarus.
