The judge found Semenov guilty under Art. 20.33 of the Code of Administrative Offenses (carrying out activities of a foreign organization recognized as undesirable in Russia). The prosecutor's office considered that the Open Russia movement is the same organization as the Open Russia Civic Movement in the UK, recognized as undesirable in Russia.

Yuri Sidorov, a lawyer for the Open Law project, told the publication that the reason for initiating the case was the organization by Semenov of a general meeting of participants in the Open Russia movement in Yekaterinburg.

Dmitry Semenov himself told MBKh Media that due to the court decision, he may face criminal prosecution in the future. In addition to the administrative article for carrying out the activities of an undesirable organization, there is also a criminal one (Article 284.1 of the Criminal Code). To attract it, two administrative offenses under Art. 20.33 of the Code of Administrative Offenses within one year.

On February 6, the court had already fined Semyonov 5,000 rubles, finding him guilty of carrying out the activities of an "undesirable organization."

The British organization "Otkrytaya Rossia" was recognized as undesirable in Russia. The prosecutor's office believes that the Open Russia movement operating in Russia is the same organization.

On January 17, the Open Russia movement announced the start of the #StopPutin federal action with the slogan: "I don't care about anyone, I'm elected as I want." On the same day, police detained members of the Open Russia movement in different cities.

Then Dmitry Semyonov was detained at a bus stop. In the police department, according to the OR team, the police admitted to Semyonov that they had detained him "by order from above." A few hours later, he was accused of possessing extremist materials (Article 20.29 of the Code of Administrative Offenses) and the #StopPutin stickers were confiscated for examination. On February 14, the district prosecutor's office of Chuvashia recognized this detention as illegal.
