Dmitrieva told the publication that she came to the police department on a summons. The protocol filed against her states that on January 23 she produced and distributed propaganda leaflets, in which “there was no information established by the Federal Law on the circulation, issue and payment for their production.”

On January 22, the police came to search Navalny's headquarters. Then law enforcement officers seized 537 leaflets. They explained their actions by the decision of the Murmansk CEC, which, according to them, banned the distribution of leaflets "Voters' Strike".
