According to Idrisov, Klychev was taken to the police station after his wife called the police: the man came home drunk, the woman did not want to let him home, which is why he started banging on the door. Law enforcement officers who arrived at the scene saw in Klychev’s actions signs of an offense under Part 2 of Article 20.1 of the Administrative Code (petty hooliganism).

“During the arrest, he offered minor resistance, and therefore the police used physical force against him without special means. He was delivered to the department without handcuffs, which allowed him to make a stream broadcast, indicating the fact of detention, delivery and abrasions and bruises received during the arrest,” Idrisov said.

After Klychev’s death at the police station, the Investigative Committee for St. Petersburg opened a criminal case under Part 2 of Article 293 of the Criminal Code (negligence resulting in the death of a person through negligence).
