In Transbaikalia, a deputy asks to evict orphans who owe utility bills

In Transbaikalia, Deputy of the Legislative Assembly Andrei Nikonov asks to evict orphans from apartments in the village of Antipikha. He asked the Department of State Property and Land Relations of the Trans-Baikal Territory to vacate the apartments built by the silicate plant, since the orphans owed utility bills. Local officials say that since last year they have been implementing a practice, unique for Russia, of terminating contracts with orphans who received housing, but made it unusable or refuse to pay for housing and communal services.

Deputy Nikonov assures that only 15-20% of beneficiaries pay for utilities, and the management company owes the silicate plant more than 20 million rubles and has not paid a penny for a year and a half. The plant is filing a lawsuit, but the bailiffs are in no hurry to collect the debt. “I can’t drown with writs of execution. So, Alexey Vladimirovich, you either evict your tenants, or pay for them,” Nikonov said angrily, addressing the head of the department of state property and land relations of the Trans-Baikal Territory, Alexey Khosoev.

Khosoev himself said that back in November 2017, the department began a practice, unique for Russia, of terminating contracts with orphans who, according to officials, damage municipal housing or shirk paying utility bills. Five orphans have already been evicted through the courts, and 12 more cases are under consideration, writes the regional website Chita.ru .

The head of the State Expertise of the region, Olga Khabacheva, claims that such poor housing is being built for orphans that she herself would refuse even a dacha of this quality.

“We are now saying that people are leaving the Trans-Baikal Territory. How can they not leave if a young person is provided with housing in the form of a small room with a stove in the middle and a toilet on the street? The wall is up to 25 centimeters, and this is in the conditions of the Trans-Baikal Territory. I I’ve lived in Transbaikalia all my life, I wouldn’t build myself a dacha like this,” Chita.ru quotes the words of the indignant official.

Khabacheva said that the construction of high-quality housing for orphans is hampered by the standards of the Ministry of Construction, which determine the maximum price for the construction of a square meter of housing at 34.8 thousand rubles. In addition, the region is not allocated enough money to implement the program to provide orphans with apartments.

The regional government insists that quality housing cannot cost less than 40 thousand rubles per square meter. Officials have repeatedly written appeals to the Russian Ministry of Construction with a request to increase funding, but to no avail.
