A wave of categorical rejection by scientists of the accounting approach to science planning, raised by January letters of Fano, seemed to subside. “Suppressing a heavy sigh” and driving away the idea that they are half -scientists, people agree to switch to the share of the bets. Some, on the contrary, find even convenience that you do not need to sit at work from 9 to 17, but you can calmly run in different universities. And it is already forgotten that obtaining a allowance in January and February does not guarantee to receive it in March, because the March salary will be charged after the election. And no longer seems to be overwhelming the work of writing additional articles that should already be published in December. Directors are collecting seizures, finding out how many who can publish articles for money. Even the term new has appeared: "digitization of articles." People went into business: they decide that you can promise to the authorities.
Actually, promise and swear at the salary statement is a dangerous thing. I know not only on its own: when drawing up an application for a grant, you overestimate your strengths the more, the more the expected amount of the grant. “ And what you will have to pay later, / so it is, understand, then! They say that the best institutions of the transition to incomplete employment did not touch. They say that Fano and Pran created a commission that will decide how to take into account not only the quantity, but also the quality of scientific achievements (or publications). It is interesting how this can be measured in the massive order of the quality of articles, and even more so - scientific results.
You can, of course, value more than the article from Q1, Q2 more expensive, but the material must be for such articles, and it takes more time for them - both for preparation and publication.
And what to do mathematicians who value their results by no means according to the impact factor of the magazines, where they are published? Here you can bring statistics, but I'm afraid it will be disappointing: in most cases, it is impossible to compose and publish a good article in one year. Who certainly benefits from introduced innovation is the owners of low -grade magazines and intermediaries who publish anything at a similar price. Science becomes a victim of profanity, and the implementation of decree No. 597 is falsified.
Another important aspect usually remains behind the scenes, but it is clearly formulated by doctors who fell under the same decree No. 597 and are in the same situation as scientists [1].
“ Forcing doctors to process and combine positions due to low wages, the state has created a system of violations of sanitary rules reflected in the Labor Code of the Russian Federation in the form of restrictions on working hours. This leads not only to the syndrome of professional burnout and leaving the profession, increased mortality among doctors, but also to danger to patients, since a doctor with chronic fatigue cannot provide high -quality medical care ... The same way, there are manipulations. The indicators laid down in the Decree of the President of the Russian Federation are achieved not by increasing the wages of health workers, but by increasing their labor load . ”
If nothing changes (amendments to the Law on RAS not counted in the Duma) and Decree No. 597 will be fulfilled due to falsification, then it will forever remain in history as a shameful decree that turned us into the country of half -scientists. I would like to quote sharp, but fair words from the commentary of the July 1 commentary to the answer of the Ministry of Education and Science of the Russian Federation to “Letter 400” [2]: “ ... the point of view of officials, that the scientists“ live better, live more fun ”is the same as nanophilters, self -socks, the sixth technological way and post -generational highway. And, if you look a little further than until tomorrow, this large -scale deception is a crime against the state . ”
And, of course, " everything that is required is the political will of the head of state and the stroke of his pen ."
