Last year, the Owl information and analytical center recorded the growth of sentences for public “extremist statements”. This is stated in the annual report of the Center, released on Wednesday, exploring the problem of the fight against extremism.
Most of the sentences in 2017 were not issued for actions, but for statements, the study notes. According to Owls, there were at least 213 similar decisions, and 228 people in 65 regions of Russia became convicted. In the year before last, there were 12 less sentences, and 220 people were involved. At the same time, part of the sentences (at least 17) in the “ISO” are considered unlawful.
Over the past year, the number of people who received the real term have increased for their words: 47 people in 2017 against 36 in 2016. Another 22 people last year were involved in compulsory work, and 8 - to correctional.
The number of verdicts related to publication on the Internet increased - the share of electronic platforms for such statements increased by 10% for which the Russians were sentenced compared to the 2014-2016 period. Most often, law enforcement officers were attracted by statements in the VKontakte network: 180 posts, subsequently recognized by the court criminal, were posted there. The Owl Center believes that it is VKontakte that is the most popular platform for radical youth and it is precisely it that employees of EE centers monitor it.
One of the high -profile stories last year was the verdict of Vladimir Tymoshenko sentenced in St. Petersburg. He received two years in a maximum security colony for saying on social networks, while the words “anti-people regime of Putin” and “punitive-consuming apparatus” were recognized as criminal.

At the same time, the number of extremist statements (recognized by the court) outside the Internet-8 last year and 31 in 2016 has seriously decreased. The main way for such statements were posters and graffiti. In addition, there were sentences for the performance of songs. “Owl” considers many sentences on such cases too harsh - since the size of the concert’s audience is often not taken into account, where such a song, or the number of people who watched the post of accused on a social network sounded.
According to the Center, the ultra-right, convicts (mainly for participation in prohibited organizations) in 2017 were harassed less than the year before last-4 sentences against 6 people were issued, and in 2016-7 sentences against 20. The main defendants in cases, in addition to nationalists, were members of the organization of neo-mines who propagated their activities.
At the same time, work was actively on the ban on materials recognized as extremist and sites where they are located. Last year, 297 resources were in the “Unified Register of Forbidden Sites” (486 in the year before last). In total, there are no less than 1200 prohibited resources. The federal list of extremist materials is gradually replenished. Last year, it grew 330 materials. Most of them (about 200) are the materials of nationalists. In second place in the number of prohibitions are Islamists. Next are Orthodox fundamentalists and anti -religious materials. The main part of these materials is electronic - for the most part publications in the mentioned VKontakte network. Offline prohibited sources are most often books of religious figures - Islamists and fundamentalists.
A separate tool for the pressure of law enforcement on radicals is the so -called "Lugovoi Register". It provides for non -judicial blocking of the material, while the content can get there at the request of the Prosecutor General. The number of materials in it grows, according to the Owls, very quickly. Last year it fell 1247 materials - more than 300 materials more than in the year before last. The most in this register of Islamist materials, but also, for example, there are calls to come to rallies. In total, there are more than 2400 materials in this registry.

The “ova” believes that these registers do not always swell justified and the quality of work on replenishment does not improve. Such lists, analysts say, do not "prevent possible radicalization, but cause only distrust of law enforcement and prevent the realization of freedom of speech on the Internet."
All this violent activity of fighters with extremism ultimately does not lead to a significant decrease in real violent crimes committed by extremists. So, 6 people were killed and 65 were injured in 2017 based on racial or other hatred. A year earlier, 10 people were killed and 82 were injured. According to some groups, the situation improved - less attacks were on immigrants from Central Asia (almost double) and dark -skinned. But for some positions, the situation worsened. So, there were more wounded (18) and killed (3) for ideological reasons (when representatives of other points of view became victims). In the year before last, there were no dead in this category, but 9 people were injured. The number of victims has grown due to belonging to non-traditional sexual orientation. There were no killed last year, but 11 people were injured, which was 7 more than the year before last - of those cases that became known “Iv.”.
