In Cherepovets, the court fined the coordinator of Navalny’s headquarters without warning him about the meeting

The Cherepovets City Court fined the coordinator of the local strike headquarters, Alexei Navalny, Kirill Kruglikov, 10,000 rubles. Kruglikov himself informed OVD-Info about this.

The court found Kruglikov guilty of violating the procedure for holding a public event (part 1 of article 20.2 of the Code of Administrative Offenses) by the organizer due to the distribution of leaflets and balloons.

The coordinator of the headquarters did not receive subpoenas, and no one notified him by phone about the meeting on January 26. Kruglikov found out about the court decision only on February 28.

On January 26, the court also fined Artyom Evdokimov, a volunteer of the headquarters, 10,000 rubles on charges of violating the procedure for holding a public event by a participant (part 5, article 20.2 of the Code of Administrative Offenses).

On November 4, 2017, Kruglikov, along with Evdokimov and other volunteers, handed out leaflets to passers-by with the slogan "Navalny 20! 8 It's time to choose." The report of the police officers indicated that the volunteers "under the guise of distributing leaflets held in their hands and handed out balloons and visual agitation to passers-by." According to law enforcement officers, this “represents a hidden form of a collective public event.”
