Let me remind you: after the loss in the court, Gazprom first agreed to put 0.5 billion cubes of gas in Ukraine in March at prices determined by Stockholm arbitration, but immediately refused and reduced the pressure of the gas at the entrance to the Ukrainian GTS on the eastern border to a critical level. However, the main question, which is why the cheese-brow was erupted is the fulfillment by the Verdict of the Stockholm arbitration, in particular, the payment of Naftogaz for compensation in the amount of $ 2, 56 billion for Gazprom violations regarding the volume of gas transit-was still open. Gazprom not only did not want to pay, but also threatened Ukraine with a gap of the famous 2009 contract in general. For nothing that such a procedure is unilaterally not provided.

Kyiv answered with a reminder: every day a wire with payment costs about half a million dollars of a penalty.

Time in this case worked for Naftogaz. And common sense advised to look for other options for recovering the amount specified by the court.

Political readiness to achieve justice by all available methods was demonstrated by Petro Poroshenko on March 1 - during a meeting of the National Security and Defense Council. “We received anxious information that Gazprom makes provocative statements. Disrespect for the implementation of the court decision has important geopolitical consequences. How then can Europe count on this gas supplier? What “northern stream-2” or “Turkish stream” can be discussed when the company officially declares in negotiations with Naftogaz, which is not going to comply with the decisions of the Stockholm court! ” - Poroshenko was indignant. President was supported by Prime Minister Vladimir Groysman on Facebook: “He talked about our steps with the Minister of Justice Pavel Petrenko. We agreed that the State Executive Service is now activating its actions to recover a fine from the Russian Gazprom gas monopolist for violation of Ukrainian monopoly legislation. ” Groysman recalled: the formation of a package of “Naftogaz” claims against Gazprom in 2014 was due to a number of conclusions of the antimonopoly bodies of Europe and Ukraine. “Now we will act harder,” the Prime Minister promised. And he turned to the head of Naftogaz Andrei Kobolev, Prosecutor General Yuri Lutsenko and Foreign Minister Pavel Klimkin: “NAC should achieve the arrests of Gazprom's assets! If Gazprom does not come to our senses and does not fulfill the arbitration decision, we will use all legal instruments in accordance with the New York Convention on the implementation of arbitration decisions. ”

In particular, the property of Gazpromsbyt Ukraine, the International Consortium for the Management and Development of the Gas Transport System of Ukraine, securities of PJSC South Huniigipropogaz and Gaztransit JSC PJSC entered it. On the air of the All -Ukrainian television channel 112, the director of Expro Ukraine Gennady Cobal, invited as an expert, explained that Gaztransit can be considered the most interesting of the assets.

The company owns the recently built compressor station, gas is transported through it to Romania, Bulgaria and Turkey. According to the government’s press service, the cost of Gaztransita shares was estimated at almost 631 million hryvnias ($ 24.1 million at the rate), as Prime Minister Groysman said, should be sold at open auctions. However, only the Gazprom package will have to be put up for auction, that is, 40.2 percent. shares, it is on them that arrested. Another 40.2 percent. Owns Naftogaz, the rest belongs to the Turkish company Turusgaz.

According to Gennady Kobal, it makes sense to hurry with sale: the direction on which Gaztransit works, after three to four years, may lose attractiveness due to the “Turkish stream” and the gas pipeline thread, which is drawn to Greece of Azerbaijan. The rest of the assets are even more debatable. For example, Gazpromsbyt, a 100 % daughter of a Russian monopolist, a business in Ukraine has not been conducting since 2015, has not owned infrastructure. “Svay” even from the office, which until recently was located in the elite Kiev business center “Arena City”. Gazpromsbyt appeared in 2008 as a symbol of settlement of gas relations between Ukraine and the Russian Federation. In 2010, Gazpromsbyt was called the second in volume after Naftogaz the gas supplier in Ukraine.

“International Consortium” created on a parity basis “Naftogaz” and “Gazprom” even under Kuchma, in 2002, when the thesis was actively promoted about the possibility of joint possession of the Ukrainian “pipe”. Under President Yushchenko, the strategy changed: plans, including the construction of the Bogorodchan - Uzhgorod gas pipelines with a length of about 300 kilometers, collapsed. In 2011, the leadership of the consortium made an initiative: to amend the legislation of the country, to allow foreign states, read-Russia, participate in the Office of the Ukrainian GTS.
