The conflict between the leadership of Ingushetia and its official clergy revealed the social process, which in the rest of Russia prefer not to notice

In Ingushetia, a story unfolds that has received a large public outcry. On Thursday, March 1, in the village of Dolakovo forces of the Russian Guard (two military “Urals”, special forces) “took” the Hafiz school, which works under the patronage of the local muftiyat. For a week now, the republic is seething, photographs with armed people who are crossing the stairs through the school fence, overwhelming the Ingush segment of social networks.

On the eve of the elections in Ingushetia, tectonic plates of the acute conflict between the leadership of the republic and the official clergy come out to the surface.

What is the Hafiz School, and who are these Hafizes? Hafiz is a person who knows the Qur'an by heart, from the first to the last ayat, all 600 pages. These people keep the oral tradition of the Koran, participate in ritual events. About ten years ago, Hafiza in the republic was exotic. Now Hafiz is in trend-the Qur'an is being studied in many republican madrassas, there are even online courses.

In fact, the preparation of Hafiz is a mechanical memorization of verses in Arabic. Like any reflex skill, this one is best absorbed at an early age. As I was told in the Ingush mufti, from 8 to 13-14 years old. The school in Dolakovo, in which the Rosguard came, is the only one in the republic teaches children through complete immersion in the subject. Children (42 boys) live in a house purchased for these purposes by an “unknown philanthropist”, and for three years (in some cases - faster) they teach the Holy Quran - as the director of the school Adam Maloroev explains, “from morning prayer and up to 10 yesterday”. On Sundays, boys are taken to the FOC, sometimes they take them to rest in the mountains, since the "load is colossal." Once every two months they let go home for a week, but these children do not have generally accepted school holidays: “If you put too much holidays, the child begins to move away from the schedule, and it is more difficult for him to integrate,” Magomed Hashtyrov, deputy Kadia of the republic, explained to me.

According to the muftiyat, all the children living in the Hafiz school are “homeless”, that is, they master the school curriculum without visiting a comprehensive school - moreover, they do it with ease. The Hafiz school for boys organized the mugs of Russian and mathematics: “The idea that these children are taken from school are not received by secular education - well, this is a pure lies,” Khashtyrov told me. - Because we are not living in the XVI century, this is the XXI century, we all understand that the child needs humanitarian knowledge, no matter how Hafiz he is. No parent will allow his child to lag behind society. ”

Here, it is difficult to disagree with the representative of the muftiyat: a modern Ingush society, rapidly absorbing Islam, bringing absolutely all areas of its existence into line with religious canons, very welcomes the knowledge of the Qur'an. And the Hafiz child gives parents much more grounds for public pride than, say, the winner of the boring mathematical Olympiad.

... And now, Rosgvard came to this quiet monastery behind a four -meter brick fence. “Not ours-although they are all seconded here-but from the headquarters,” Yunus-Bek Evkurov, the head of Ingushetia, later in an interview. What are formal complaints about school is not clear even a week after the incident. In the muftiyat, I was informed that inspecting employees announced that they were looking for prohibited literature, but did not present a warrant, and did not go further than the threshold - the cooks were not allowed.

Evkurov, in a large interview, dedicated to a scandalous occasion with the school, spoke of multiple violations of the most diverse. And the fact that the school worked without permits, not even notifying the Republican Security Council, and that the quality of education is doubtful, but most of all, that the Koran was taught by two natives of Tajikistan: “Now the election is on the nose, and any foreigner in special control among special services.”

It is clear that this set of multidirectional claims Yevkurov declares only to maintain a public dialogue. They are all controversial. The Ministry of Education shrugs, admitting that, yes, the school has no license, but she did not engage in educational activities in the sense that the law implies. The mufti is reminds of the separation of the state from religious affairs - what can be the quality control of the teaching of the Qur'an? Yes, and Tajiks, according to Khahtyrov, have long naturalized in Russia (if more specifically - in Chechnya, where there are much more similar schools) - one has citizenship, the second residence permit, and both of the weeks before the incident already went to the FSB and the district police officer.

Everyone understands that the real reasons for the visit of law enforcement officers to school are different.

It is known that between Evkurov and the mufti of Ingushetia Isa Khamkhoev - a protracted, very acute conflict. For external use, this conflict is justified by theological motives: the official clergy trumpet about the danger of the legalization of the Salafis. In turn, the head of the republic advocates the equality of all those who pray before the law, supports at least some dialogue with the Salafi leaders. This position is strongly different from the generally accepted in the region, Ingushetia today is the only republic in the Caucasus where Salafia is in a legal position - and nothing, crime indicators are no worse than others.

In fact, the conflict between the head of the republic and the mufti has much more worldly foundations: its plot is mainly twisted around the construction of a grand religious complex in Magas.

On an area of ​​20 hectares, in addition to the mosque for 8-10 thousand prayers, Islamic University, huge trade and exhibition spaces are planned.

This Islamic complex in Magas was conceived under the President Aushev and pulled over tremendous investment flows. In addition to business and officials who sacrifice the project, the construction of the university, for example, completely took over Qatar. If you add the amounts of donations voiced over the years, it would probably be enough for several Islamic centers - however, it still managed to build only the foundation under the mosque, and even it has already cracked.

Some time ago, the Magasa mayor's office announced the demand for urban lands, which is supposed to build a center from the unlimited use of the mufti. This event was extremely painfully perceived by the official clergy, but you need to understand: the imams in the republic is a colossal propaganda resource, and even on the eve of the election.

(Interesting, by the way, the question: as a public organization, which is a mufti, intensified to such an extent that it is openly and even with a call to oppose the powerful head of the region? There is a banal physics: echoing out of the field of Evkurov’s attraction, protest figures of different sizes and weights inevitably fall into the orbit of the chapter of the neighboring Chechnya Kadyrov. And I do not exclude, which is not excluded, which is without exclusive to it. The upcoming elections, which, as you know, love the silence - the Ingush leadership had sufficient reasons to consider the Ingush mufti Khamkhoev as a guide for the interests of Ramzan Kadyrov on its territory).

On February 5, the Ingush muftiyat announced the collection of a rally against abuse during the construction of the mosque. The rally was scheduled for March 3, he had to go directly on an unfinished foundation. On February 13, Yunus-Bek Evkurov made a statement about the inadmissibility of politicization of sermons in mosques. The Magas prosecutor’s office announced the illegality of the planned event, but the organizers were not going to turn on the back. “The lawlessness led the religious community of the republic to a loss of trust in the regional authorities,” said Mufti Khamkhoev.

Two weeks before the elections in the republic, kerosene was clearly smelled.

And suddenly, literally on the eve of the announced rally, the mufti changed. Earlier, uncompromising Alima decided to cancel the event - "in order to avoid provocative actions from the ill -wishers." But it is difficult to stop the stability machine in the Russian Federation in one minute - and literally on the same day when the clergy demonstrated its agreement, a seconded Russian Guard arrived at the Hafiz school. It seems that all participants in this story were made to understand: do not download the country on the eve of March 18.

And Yunus-Bek Evkurov, who was absent in the republic that day due to the Address of the President to the Federal Assembly, then told the population on television that the machine gunners came to the school to check the passport regime and license for educational activities.
