The mobilization of the admin resource before the elections reached a peak: how students and state employees are forced to come to the polls

More than 320 complaints about the use of an administrative resource were received in the CEC a week before the election. So, for example, students from Kazan, Arkhangelsk, Kemerova report that they are forced to attach to a certain area for voting, otherwise they are threatened with problems in exams or even deductions. The teachers of the Moscow State University talk about the “unusually high” salaries (2-3 times higher than the usual) who received them on the eve of March 18, however, they note that so far no one from the authorities forced to vote. Employees of budget organizations are already traditionally asked to hand over lists of relatives and acquaintances who will definitely come to their site on election day. For each employee - the norm by the number of surnames (about ten).

Students contact the headquarters of Alexei Navalny at once in several cities, who are forced to vote at universities. The opposition headquarters in Kemerovo spoke about the case in the branch of REU. Plekhanova, where the teacher asked the students to attach to a certain site, at the same time allowed not to come to vote, the main thing is to attach: “Will you get to the polls or not - this is please. You must now take into account as a unit. ” The student (the headquarters does not reveal her name) on the audio recording says that Oksana’s teacher Owl threatened to prevent them from preventing them from the exam.

At Kazan Federal University (KFU), teachers ask students to "just come, and then what you want to do with this ballot."

The teacher, on the audio recording, says that "by the number of students who are poorly voted, sanctions will apply, first of all, to us, to the dean."

In Buryatia, students of the Republican Information and Technical College asked to come to vote to a certain site: “I do not urge you to vote for someone, I say that we will vote here. I will stand like this with the list and directly wing ( “celebrate with a cross”, the accounting term - approx. Ed. ) You. ” On audio recordings, you can hear a woman read the names of students who need to come with passports and, before going to vote, write a statement to the dean’s office:

"If I wait for you until the evening, if I do not open, I will go around the city of Ulan-Ude to look for you."

The headquarters in Arkhangelsk posted screenshots of messages of medical college students, which the administration forced to go through a certain registration procedure in order to leave their personal data for voting there. Otherwise, students are threatened with expulsion. The lawyers of the headquarters have already contacted students. The headquarters of Navalny also posted a video from school No. 24 in Kurgan, where teacher Olga Zenkova (part -time member of the local election commission) invites students to leave the last lesson if they smashed the sheets with the invitation to come to the elections at the entrances of the nearest houses.

In addition to Navalny’s headquarters, the media received information about the coercion. So, it became known that students of two universities in Samara - Samara National Research University named after Academician S.P. Koroleva (SNUU) and Samara State Technical University (SamSTU), teachers forced the teacher to download the “Growth Point” application, which is a navigator on the “current events” of the city. After installing the applications, students came to the students calling to go to the polls. Meanwhile, the elders of the groups reported that the deances demand to provide lists of students who have not installed this application, which, incidentally, requires personal data of users.

At the beginning of the week, it became known about unusually high “remuneration”, which were received by university teachers, in particular Moscow State University. Representatives of Moscow State University told the media that in March they transferred a salary that "two to three times more than usual." High payments were also reported by teachers of the Ural Federal University, Altai State University, and Tomsk Polytechnic University. The Moscow State University officially stated that the payment of such large salaries is associated with the implementation of the May 2012 president, according to which by 2018, the salary of scientists should be brought to 200% of the average salary. The “increase”, however, occurred literally two weeks before the election. However, so far, according to the teachers, no one was associated with them with a request to vote.

Back in February, RBC, referring to sources in the presidential administration, reported that the Kremlin launched a large -scale project to attract state employees to the elections. In particular, the heads of industrial enterprises were allegedly given the task - to inform their employees about the elections, without coercion to vote precisely for Vladimir Putin. We also received reports to us that in budget organizations, traditionally, before the election, they ask the authorities to bring the list of acquaintances or relatives who will definitely come to vote - in the amount of 10 surnames.

This practice, as the “new” expert “Voice” told Andrei Buzin, every election is like to use united Russia activists, putting pressure on the leadership of a budgetary institution.

In addition, among the new ways of power to increase the turnout, an apartment bypass was added, the reader Irina Vasilieva from Yaseneva reported “New” about this. She said that united Russia activists went around the house and asked if a person was going to go to the polls, if not, he was asked to submit personal data.

• To force students or employees of any budgetary institution to attach to a certain area for voting is illegal.

“No one can force a person to vote in a certain area,” says Buzin. - He votes where the voter list is included. Only he can voluntarily change his polling station. Otherwise, such coercion can be considered a pressure on the will of voters. Why vote in a certain area? In one of the regions there was already a message that there is a competition in the turnout between the voting sites. Further, the administration can somehow bore them.

• To force students to write a statement with personal data before “voting” is illegal.

- It looks like a provocation - they want to vote for him. This is already a criminal offense. If an attempt to force to vote in a certain area is not a criminal, everything is on the verge of the law. And voting for other persons is already a criminal offense, for it a term can be obtained. It must also be remembered that when a person writes a statement and is relaxed from his site, in this case he lowers the number of voters on his site and, as a result, increases the turnout.

-The employer uses his official position for some influence on the voting results, because the turnout is also the result of the vote. In this sense, the requirement is illegal, but it is very difficult to determine the responsibility for this. If only to attract under the 141st article, which is called “impact on the will of voters”, but this is difficult. This is rather a political technology than a crime. A technology that has long been used by the headquarters of United Russia.

• To make an apartment bypass with an invitation to come to the polls is legal. To demand the personal data of a person who does not go to them is not.

- It can be a desire to increase the turnout, while in order to stimulate a person to come more - also withdraw personal data from him. In this case, he will be more afraid that he will not come to the polls. This is the use of the genetic memory of Soviet times, when they could punish for failure to appear. In Moscow, criminal punishment is now afraid. But just in case, they can collect data, suddenly there will be a new indication of what can be falsified. Although this, of course, is dangerous. Because if a person said that he would not come, and then he came, he discovered himself, there will be a scandal. There have already been such cases. It is rather such a way to scare a person - "if you do not come to vote, we will calculate you."
