Kapustin left Russia legally, receiving a Finnish visa. According to him, he was afraid of persecution by the FSB after his story about torture by special services. “When they put me a stamp in my passport and the journey continued on the Finnish side, I seemed to have fallen from my shoulders,” Kaustin said.

Before leaving for Finland, Kapustin appealed to the Investigative Committee with a motion to provide him with state protection measures, Fontanka reports . “Simultaneously with the statement to the FSB officers, Ilya filed a petition for state protection measures, as he feared revenge,” his friend said. “The petition was refused, so Kapustin applied for the Finnish visa, left the territory of Russia and asked for asylum.”

In Russia, Kapustin was not interested in politics. He was an industrial climber in St. Petersburg and was familiar with the anarchist Viktor Filinkov at work. Then Kapustina was taken for interrogation, and after the FSB officers searched his apartment, having seized a computer, a telephone and a hard drive. After the search, Kapustin took off his beatings and received a certificate in the emergency room.

On February 13, Kapustin filed an application for torture in the TFR, said Pavel Chikov, head of the Agora human rights group.
