On March 14, the head of the CEC Ella Pamfilova stated that in St. Petersburg numerous facts were recorded when one person submitted several statements to reinforce from his site and attach to another. Then in the city election commission of the Northern capital they said that the matter was probably in a technical mistake. However, shortly after the opening of polling stations on March 18, it became clear that this was not so. In the schools of the Nevsky, Central, Vasileostrovsky and other areas of the city, many hours of queues formed in the sites. These were those who were forced to “peel off” and vote at the place of work ( NT wrote about how this happened.). Given the observers of the headquarters of Navalny information about the “carousels” , perhaps some state employees were forced to go from the site to the site and vote several times.
For 3 months, the number of voters in St. Petersburg decreased by 250 thousand people, or 7%. The townspeople were sent to vote into the farthest corners of the world. Due to this, it was possible to raise the turnout
On the other hand, the city authorities did everything possible to reduce the number of voters and thus increase the final turnout. Already on the day of the election, it turned out that in three months the number of voting the voting of Petersburgers decreased by 250 thousand, or 7%. If on January 1, 3.817 million voters were listed in the city, now - 3.560 million. They could not explain where they had gone, in Gorizbarkom .
“In my area, 461 voter, or 30%“ dispensed ”in an unknown direction. "Attached" half as much. This greatly increased the turnout, which at 17 hours amounted to 56%, ”explains the former municipal deputy Alexander Shurshev with an example.
The voters were “defended” to the most incredible places. For example, people from PEC No. 2235 - to Ingushetia and Komi, from PEC No. 2187 - to Estonia, Finland, Latvia, Egypt, Dagestan, Kamchatka, etc.
In the morning, candidate Ksenia Sobchak in her channel in Telegram wrote that her mother, Senator Lyudmila Narusova, also did not find herself on the lists of voters. “I came to my site in St. Petersburg, where I vote for 28 years in a row. I'm not on the lists. She began to find out what was happening, demanded an explanation, finally wrote a statement-and immediately found in some additional list of voters. What an additional list, no one explained to me, ”Sobchak quoted her mother.

There was no atmosphere of the holiday on the streets of the city, but they did not allow people to forget about the elections. In the Petrograd district, for example, street farmers called the president "on the historical date of the return of Crimea of Russia."
“First go upstairs and vote, and then go down and go to the buffet, try the“ Happy 18 ”campaign: pies and sandwiches of 18 rubles,” the UIK 1624 Petrograd district welcomed the incoming security guard. “But there are no more sandwiches, they ate them in the morning.”
It was possible to enjoy the "happy 18" in almost all the Wicks of the Petrograd district. People were also lured to the sites with music, songs, as animals, mobile loudspeakers, broadcasting about the same “historical day of the return of Crimea”. One of the Waks of the Vasilievsky Island was the clowns (“logical,” the Petersburger observed the observing them).
Not without know-how-the townspeople were invited with the president’s elections to take part in a “civil survey” at the same time, that is, to lower proposals into a separate urn on how to improve living conditions in their area. Not a single weekend that the NT correspondent visited, he did not see the “civil survey” to be in great demand. Only once a middle -aged man who came to the site with his wife and child sat for a long time and carefully filled the “civil survey” form.

As usual, except for convinced supporters of the authorities and opposition, there were people with the most unexpected motivation in the elections. On the site in the Vyborg district, the NT correspondent talked with the lists of candidates Sasha and Julia carefully studying. A young couple, dressed well and tastefully, they pointed a finger at the revenues of the candidates and stepped in to this occasion. Sasha and Julia said that they would not vote, because their candidate was not, but if they were forced, they would vote for Putin. “We have a business. We pay little taxes, no one presses us, no one comes. It is stable and good. We can receive visas and travel. Maybe if they were more interested in politics and would have known more, they would not have considered it so. Here, however, it strains that they are so driven right into the head about Putin, that he and only he is our president, ”said Julia.
The girl Marina said that, despite the sympathy for Putin, she has long campaigning all her friends to go and spoil the ballots. “Putin will be chosen so and so. And to me, frankly, it is comfortable with him. But do not like that there is too much corruption. They somehow fucked up in this sense, ”Marina explained her motivation.
Of course, it was not without violations in the areas. So, observers at the PEC No. 142 were banned from using sockets "in order to ensure uninterrupted operation of the technological equipment of the PEC." The ones who came to vote on PEC 34 found that they were the dead. Throwing, a ban on shooting, “carousels” , which were recorded by observers, cadets going to vote, everything is as always. On March 18, the police detained three opposition from the Jolidarity movement: supposedly for illegal campaigning, a brawl on the street and a promotion in support of the Crimean Tatars.
By the middle of the day, observers began to report that the discrepancies in the turnout between their calculations and official data are from 100 to 500 people per site. If we take into account that an average of 2 thousand people are assigned to one site - this is 25%
According to one of the coordinators of the Observers of St. Petersburg, Krasimmr Vranks, “by two o’clock in the afternoon, data on the discrepancy of at 100-200 people by the turnout began to enter from the sites. Due to the fact that the observers recorded and what the election commission says. By the middle of the day, we have areas where there are discrepancies of 500 people. This was not there before. ” If we take into account that on average 2 thousand voters are assigned to the site, then 500 people are 25%. Vranks predicted a strong stitching data on the turnout at night, during the calculation of the results.
As of 18:00, the turnout in St. Petersburg amounted to 55.47%. The city authorities tried in vain: the turnout was more than at this time in 2012 in St. Petersburg (50.19%), and more than at 18:00 in Moscow (51.57%).
