Only 10 complaints were filed to the capital's courts on the voting day (however, not one was satisfied) - as a rule, from voters who could not vote. But in fact, this phenomenon was massive.
The Voice movement notes that numerous messages from voters who did not find themselves on the lists came from Moscow, the Moscow Region, the Perm Territory and St. Petersburg, where even the former lady of the city of Lyudmila Narusova , the mother of candidate Ksenia Sobchak, did not find themselves on the lists.
“There is information about the mass reduction of voter lists, I can’t give numerical estimates,” Stanislav Rachinsky told NT, the editor of the observer's reference portal. - We can say that this number is significant, and, perhaps, the share changes from region to region. For example, according to the European part, there were many calls from Chuvashia in the united call center on this topic. ”

If for some reason the locals were crossed out of the voters, then the newcomers were entered in large quantities. Many Moscow observers with whom the NT correspondents communicated were noted: in some sections, almost half of the voters were visitors from neighboring regions, and sometimes from the regions far from Moscow - for example, from the Tambov region.
As indicated in the report of the Voice movement , more than half of the messages entered the “card of violations” before the voting day were associated with “actions to increase the appearance”. In total, more than 5.5 million voters decided to “peel off” (in 2012, such a desire arose for less than 2 million Russians), and this was concerned even by the CEC , who was trying to keep a good mine in a bad game.
By the evening of March 18, it turned out that the number of voters per day increased by 1.5 million people. If at the time of the opening of the plots in the country there were 107.2 million voting, they became 108.7 million to close the plots. They recognized that “a logical question arises” about their origin, but they gave the answer quite unintelligible: these are people who were rebuilt from one site and crossed out, but for some reason they were not attached to another, as well as living abroad.
On the morning of March 18, 107.2 million had the right to vote in the country, and by the evening, 108.7 million in the CIC recognized that “a logical question arises” about the origin of 1.5 million new voters, but they answered it slurred to it
It is theoretically to peel off from one site and cannot be attached to another. That is, excluding from one list, the voter automatically includes in another. Otherwise, he will get the opportunity to come to different areas several times and vote there for the first time. However, in practice, it was just that - it was a random or intentional failure of the system. What the CEC actually confirmed.
The election commission admitted that there were so many violations in some sections of violations that it was impossible to establish the will of voters. In Moscow alone, at the initiative of the election commissions, the results of the vote were canceled in 7 sites.
However, the Chairman of the CEC Ella Pamfilova said that in these areas “by prior sensation”, provocations “from a series of falsification fabrication fabrication” were deliberately organized.
Ahead - courts. In Tatarstan, the Grudinin headquarters intends to challenge the results in three sites, and the headquarters of Sobchak - 50 of the main claims - the removal of observers and violation of the vote count. The CEC generously decided not to announce the results of the elections until he examines all complaints, and called on candidates to complain more.
The head of the CEC Ella Pamfilova said that in these sites “by prior sensation”, provocations “from a series of falsification fabrication” were deliberately organized
There will be courts over observers who are accused of interfering with the work of the commissions. In Kazan, a poetess was fined, the organizer of literary festivals, Lilia Gazizova, who publicly broke the ballot box (in protest against the liquidation of the teaching system in Tatar language schools). And in St. Petersburg, a man who has plagued leaflets with “negative content information against one of the candidates”, according to the press service of the district court, on the day of elections.
There were also regions where they were not shy to apply the entire traditional set of manipulations. It was precisely the following, according to the observations of the NT correspondent in Makhachkala, that there were elections in Dagestan, who gave Vladimir Putin 90.7% of the vote with a reality of 87.5%.

Among the videos spreading on social networks that demonstrate elections violations, the video from the Makhachkala site , where members of the election commission, throw out filled ballots into urns.
The vote on March 18 in Dagestan began with the fact that the representative of the administration of the Leninsky district of Makhachkala hit the face of a journalist and a member of the election commission from the candidate of Yavlinsky Malik Butaev for fixing violations on the cell. After some time, on Wick No. 1111, a crowd of people of sports physique beat observers from the same Yavlinsky - Sultan Zagidov and his partner Zhust Omarov.
The crowd began to clamp Omarov, who shot violations on the camera, into the corner. Zagidov tried to save his comrade, but he failed. Then he began to record what was happening on the video and immediately post on the Internet. “Athletes” laid him on the ground with one blow to the head and began to kick him. Only after that the policeman intervened.
“They don’t like the voter turnout, they ask questions all the time: why do you have such a high turnout, because even in the most developed foreign countries there is no such turnout? And we answer that this is the active position of our voters, ”said the chairman of this weekend Zuhra Norodinova.
About an hour after this incident, three attacks on observers from Grudinin occurred at the plots No. 1125 and 1126. Crowds of about 50 people entered the sites, repelled observers and threw ballots into the urns. However, these facts are unknown to the election commission of the republic, his chairman Magomed Dibirov told reporters.
In the plot No. 1111 in Makhachkala, a crowd of “athletes” clasped into the corner of the observer, which fixed the stuffing of the ballots. When a comrade tried to save him, he received a blow on the head and was laid down on the floor. The Chairman of the PEC said that observers “did not like our turnout” and they asked too many questions
The stuffing was so massive and insolent in nature that some observers simply left the sites, without withstanding pressure and understanding the meaninglessness of their presence. “It is impossible to restrain this pressure,” said NT one of these people who asked for anonymity. “Wicks were under tight control of pro -government criminal groups.”
There were traditional "carousels". A resident of the village of Andirei, Khasavyurt district, Eduard Ataev says that the main “carousel” in his village were teachers and residents close to the local administration. A few days before the election, he recalls, the teachers went around the village and asked for passport data from the villagers. And many gave, because “it was inconvenient to refuse”, because in the village everything is relatives or acquaintances to each other.
After voting, on each site, the “carousel” changed clothes so that they could not be recognized, and went to the next. In those areas where observers were from other regions, it was not difficult to deceive them.
In Dagestan, as in other regions, the authorities massively forced the state employees to improve and vote at the place of work. At the site No. 1071 in Makhachkala, at least 80% came to vote by absenteeism, the observer Julia Sugueva said. “Most were recorded manually. People also came, who, according to the commission, had a local residence permit, but for some reason they were not on the voter lists. Here I could not check anything: only approach every time and ask: and this person is also by registration, why do you have so many unexplored? " - says Julia. Thus, she managed to dump the 50 people who tried to receive ballots for relatives without registration and any confirming documents.
And in Kaspiysk, people approached one person from the PEC, who gave them the ballots without checking the residence permit, says observer Anna Gadzhieva. “When I demanded that they show their passports, the young people were refused and offered to go to the corridor, where they would show them.” Before counting the votes, the PEC representatives tried to distract Anna, call her aside and agree: they asked how many votes she needed for the Yabloko party, from which she was an observer.
As a result, in Dagestan the results of only three areas were canceled. At the same time, they emphasized in the republican election commission, he did this on his own initiative, and not under pressure from some observers there.
