I call my mother in Moscow. I am interested in who I voted for. I expect to hear in response - yes they all went! And suddenly:

And youth wants changes, as in the late 80s. So they and Gudkov-Jr. came up with the right name for the new party, it remains to find the new Vitya Tsoi. Unless, of course, this is not a new Kremlin project ... I will never be surprised.

And what is the winner? The largest percentage in his personal election history. What, our people vote for war? The people never believed anything like this from the last message to the Federal Assembly, having correctly calculated that the president did not turn to them, but to Europe and beyond the ocean. I know many who voted for Putin. Quite sane people. They, as if apologizing, say - we want stability . So, there is something to lose, they do not live so badly. Actually, of the same considerations in the 96th voted for Yeltsin, since Zyuganova’s victory in those years automatically meant a new big redistribution. Until the Civil War (it was already what).

With a usurpation of power, I would not get excited either. In a completely democratic Baltic states, the president gained 66.6 % in the last elections (Estonia, Keresti Calulid), and in Armenia, 85.7 % (Armen Sargsyan). That's it, and I shuddered ... However, among us, the unsuccessful , the competition is more than serious.

Well, Putin’s victory was predictable, now everyone expects actions from him. The main intrigue - the formation of a new composition of the government - is pushed back to the post -auruation. But the people are longing! And since he longs, it is necessary to satisfy - President Vladimir Putin signed a decree on the call of reservists for fees. The document was signed on March 19, so we can say that this is the first official decree of the head of state after the election.

What has risen here! “Here it is - militarism,” “Here it is - the military”, “Warfain boots in the waters of the Hudson.” Gentlemen, gentlemen, they call for retraining every year. In Soviet times, it was a kind of form of male rest, they were torn there (if not to eliminate the consequences of the Chernobyl disaster). In our Kantemirovka, they were called the “partisans” for a kind of clothing form (third or fifth service life). Once a day, 15 minutes, in the evening. Toys ... This is when there is no temperature, and you also do not walk around, deficiency. Parents were engaged in socialist realism all the time at work in the film theater. There was no wiring radio in our house ... I had to master reading as the only affordable entertainment. And he got involved, up to the flashlight at night under the blanket (by the way, I still in my almost sixty without glasses). The twentieth century is the century of libraries. I was lucky, in our house there was its own house library contained at the expense of ZhEK. With school literature it was more difficult. In the sense that I liked books that are not included in the literature program (mainly foreign authors). Once I even undertook to write a feuilleton on this subject in a wall newspaper ... And I finished a call to overthrow the Soviet authorities. I didn’t fly out in vocational schools for this ... But it would be necessary (I would have received at least one normal profession). But now, when I read that Dovlatov and Solzhenitsyn are recommended for study, and “raised virgin lands” and “defeat” - no, it becomes joyful and calm for the new generation.

But I also read - the literature teachers in an open letter turned to the Ministry of Education and Science with the demand not to approve the new educational standard, according to which schoolchildren will have to study 235 works in five years. On the website of the Guild of Valves, the collection of signatures began under the appeal. Some time after the publication of the letter, information on the cancellation of the meeting came from the minobra - it was postponed to a later date.

235 books in five years ... 47 books a year ... As I understand it, not the thinnest. Another arithmetic exercise is 365: 47 = 7.7. I explain, seven, okay, eight days you are given reading one book, the same War and Peace. Will you have time? Not to mention the fact that after some books it is necessary to take a break in order to comprehend. А уж русская классическая литература вообще не терпит скорочтения, иначе полная бессмыслица и формализм.

Учителя пытаются втолковать чиновникам из минобраза, что подобным циркуляром они перечеркивают логику развития всей системы школьного образования за последние десятилетия, лишая школу вариативности в построении программ, попирая основы закона об образовании и те академические свободы, которые определены школам.

Что такое академические свободы ? Свобода учителя конкретного класса самому решать, какие конкретно задания и объёмы давать школьникам, которых он, уж простите за вульгаризм, знает, как облупленных. Есть расхожая фраза Максима Горького: «Всему хорошему, что есть во мне, я обязан книгам». Готов сам под этим подписаться. Но это совсем не значит, что нечитающие люди – сплошь негодяи. Кому-то просто не повезло с наставником, с первой книгой. Мой армейский друг Лавруха, человек, тонко чувствующий, самобытный художник, рассказывал, как в детстве сестра всё время подсовывала ему А. Гайдара «Чук и Гек», которых он почему-то на дух не переваривал. С чтением любой художественной литературы он завязал из чувства противоречия… что, впрочем, не помешало ему получить законченное среднее образование. Отличный мужик был, разве что, излишне сентиментальный.

Я до сих пор не уверен, стоит ли проходить в школе того же Достоевского. Его программные произведения требуют большего жизненного багажа, чем имеет даже современный 10-классник (в этом нежном возрасте далеко не все ходят к проституткам, тем более, играют в казино). Зачем нужно для понимания жизни «Что делать?» Чернышевского, для меня всегда было загадкой.

Да, я тоже противник ЕГЭ и понимаю тоску учителей именно литературы по классическим сочинениям, по разговорам за жизнь с учениками, интересующимися литературой больше, чем предлагает школьная программа. Но надо учитывать и разный уровень учащихся: одни уже зачитываются Маркесом, когда для других и Буссенар – слишком сложный писатель. Может быть, для кого-то станет откровением, но, по моим наблюдениям, ближе к окончанию школы в любом классе остаётся большинство учеников примерно одинакового уровня интеллекта… как-то так получается.

Кроме этого, практикующие педагоги настаивают на том, что внутренний возраст ребёнка может не совпадать с номером класса, в котором он учится (как в плюс, так и в минус). Официальная же программа заведомо ставит учителей в положение нарушителей. Причём тех учителей, что в советском и российском кинематографе являются примером служения своему делу… тот же историк из «Доживём до понедельника» или учительница литературы из «Ключ без права передачи».

Впрочем, никуда не уйти и от того, что вкус детей к чтению прививается читающими родителями, именно они являются их главными книговодителями . И это правильно - где, как не в семье, вырабатывается мировоззрение, в том числе и политическое.

Однако в середине февраля 2018 года глава Минобрнауки РФ Ольга Васильева (кстати, один из самых вероятных кандидатов на вылет из кабмина в новой шестилетней каденции президента) отметилась идеей создания списка правильных книг для чтения. Из него чудесным образом исчезли книги таких прозаиков и поэтов, как: Андрей Вознесенский, Белла Ахмадулина, Владимир Высоцкий, Булат Окуджава, Николай Заболоцкий, Александр Солженицын, Андрей Белый. Зато рекомендован крайне (на мой вкус) тенденциозный философ религиозного толка Иван Ильин, с которым лично я готов полемизировать до посинения.

Для меня в детстве не было запретной литературы. Всё, что по каким-либо причинам не издавалось в СССР, так или иначе попадало в наш дом в виде самиздата (а кое-что я даже помогал печатать и распространять).

Но как-то совсем не хочется, чтобы ту же школу подполья теперь проходили мои сыновья…

Архангельск: Один на один с Годзишем

Хороший вопрос: как вы шли к своей профессии? С детства, отец у Годзиша работал электромонтёром на стройках, он с ним много поездил. А я-то думал, вопрос о профессии мэра. Кстати, как туда попадают, с каким чувством? Надо будет напроситься на персональное интервью. Считайте это анонсом будущих публикаций…

Это из последнего журналистского чаепития с мэром Архангельска. И вот… напросился.

Сразу скажу, Годзиш меня интересует не столько как начальник площадей, улиц и вообще городского хозяйства, об этом коллеги напишут. Годзиш как человек… пока загадка. At least for me.

Но разговор начал с насущного, горячего:

- Игорь Викторович, в курсе как в воскресенье проголосовал Архангельск?

- Certainly. Явка 57 %, за Путина – 75 %, за Грудинина…

- Всё, достаточно. Вас за это накажут… или наградят? А то разные разговоры ходят.

Городской глава пожимает плечами, как мне кажется, достаточно равнодушно.

- Думаю, не то и не другое. Пришло время делать выводы – почему так. То, что центр города, сосредоточение студенческих общежитий, дали столько процентов за Собчак, было достаточно предсказуемо, как на это повлияешь. Городская администрация работала на явку, но, конечно, без угроз увольнения, только мотивация.

- Стоп, - говорю, - как же так? Два с половиной года назад нас убеждали, что назначенный мэр будет заниматься исключительно городским хозяйством и никакой политики. На деле же получается, что вы в самой гуще…

- А как же иначе, - в свою очередь удивляется Годзиш. - Строить хозяйство без учёта политики невозможно. Вы в курсе, что самый низкий процент дали Маймакса и Соломбала, мягко говоря, не самые благополучные в экономическом и социальном плане районы города? Вот и делайте выводы… вернее, власть будет делать.

(Чуть позже глава города признался, что для него прошедшее воскресенье стало сюрпризом. Сюрпризом приятным в части активности горожан при голосовании за общественные территории в проекте «Городская среда». Около 40 000 избирателей, пришедших голосовать за президента, специально интересовались, где можно выбрать любый их сердцу район Архангельска. Тут я ввернул – а вообще, не много ли новая городская власть советуется с народом по ключевым, часто политическим вопросам (тот же бюст Сталина), не популизм ли это? Кое-кто из бывших (чиновников) считает – пусть ТСЖ занимаются, и хватит с них. Мэр опять удивлён – что тогда сетовать на отсутствие гражданской активности, на наплевательское отношение общества к происходящему вокруг? А обратная связь между властью и населением? Надо убирать буфер, который только мешает. Что ж, это позиция…)

И всё-таки я встречаюсь с мэром не за этим. Вспоминаю известную фразу «мы – родом из детства». Не обязательно из конкретного роддома, но из того, где стал ощущать себя личностью, человеком, в нашем случае Игорем Годзишем.

В биографии архангельского градоначальника написано, что он родился на советской Украине в Хмельницкой области (оттуда и не совсем поморская фамилия). Впрочем, из того нежного периода жизни Игорь Викторович помнит только детский утренник, где выступал в красных штанах (наверное, что-то революционное). А осознанное уже в Северодвинске, куда переехали его родители - отец-электрик оборудовал городскую ТЭЦ. Нет, не за длинным рублём, это вам всё-таки не Нарьян-Мар. По велению сердца, за рабочей романтикой, участвовать в укреплении обороноспособности страны, обычная для того времени ценность. Первые северодвинские воспоминания – длиннющий коридор рабочего общежития… какой уж там длинный рубль . Яркое впечатление - поездки с отцом на объекты. Кстати, школу номер 6, в которой потом учился, излазил вдоль и поперёк ещё на момент строительства.

Каким Игорь Годзиш был учеником, интересуюсь. До 9-го класса на 4 и 5. Два последних года начались проблемы с биологией и немецким. С первой так и не столкнулся в жизни, а вот немецкий жалко, иностранный язык государственному человеку никогда не лишний. Жаль, мы это поздно понимаем… (я о себе тоже).

Короче, такому Годзишу была прямая дорога в Севмаш ВТУЗ. Вот только неудачный год для этого выпал. В 87-м тогдашний генсек Горбачёв отправил всех студентов мужского пола в войска. Первокурсники это знали… представляете, что была за учёба.

- Не боялись попасть в Афган?

- Какой там боялись… скорее, рвались… юношеская романтика в том самом месте взыграла.

Призывнику Годзишу выпал не Афганистан, но тоже круто. Учебка служебного собаководства в посёлке Ерцево (том самом). Потом Коми, Печора, внутренние войска, рота розыска и конвоирования. Interesting? Читайте «Зону» Сергея Довлатова.

Сказано так… как говорит человек бывалый, повидавший. Дослужился до сержанта, но на дембель ушёл рядовым… в армейской жизни чего только не случается. Особенно когда тебе двадцать.

Дембель Годзиш возвращается совсем в другую страну. Северодвинск остаётся закрытым территориальным образованием, но вот снабжение… Будущий мэр вспоминает, как в военной форме шёл по родному городу, вкусно курил «Приму», купленную ещё в печорском военторге, и ловил странные взгляды прохожих мужчин. Потом понял – во взглядах была зависть, Северодвинск поразил табачный дефицит. И не только табачный.

- О возвращении во ВТУЗ уже и речи не было, с моего курса вообще мало кто вернулся к учёбе.

И тут меня что-то торкнуло. Год рождения у Годзиша 1969-й, из армии вернулся в 90-м… да это же судьба Саши Белого из «Бригады», режиссёр которой, между прочим, тоже северодвинец. Да и служба в погранцах и ВВ что-то близкое, по крайней мере, с оружием на ты, экстремальные ситуации не в диковинку.

- Не предлагали пойти в бригаду? - I ask.

Нет, Северодвинск всё-таки не Москва, здесь это началось гораздо позже. Но сразу пришлось включаться в работу, помогать семье, так как уже начались проблемы с зарплатой. Надо же, был твёрдым хорошистом, а пошёл по пути завзятого троечника. Ученик электромонтёра, потом техникум и только потом институт. Но учился не ради диплома, а ради знаний, необходимых в работе, совсем другая мотивация. Куда пошёл трудиться? Конечно, в оборонку, всё-таки северодвинец.

А потом появилась семья, дети. Он для них главный добытчик. В городе кастрюльные бунты, школьников возят обедать на Севмаш, чтобы досыта накормить детей хотя бы раз в день. Электрик Годзиш (чуть позже он станет начальником участка) берётся за любую подработку. Например, за монтаж электрооборудования в частных магазинах, принадлежащих депутату Казаринову, до сих пор всё работает. Интересно, а в самих магазинах помнят, кто дал им первый свет?

- Не было желания бросить всё и уехать за птицей удачи в одну из столиц?

- Был переломный момент в 2002-2003-м, хотелось что-то поменять в судьбе. Нет, не уйти в бизнес, к тому моменту понял про себя, что государев слуга по внутреннему ощущению. Коммерцию попробовал… не моё. Но тут поступило предложение от Александра Петухова, тогдашнего главного энергетика Севмаша. Он ко мне присматривался, присматривался… и решил передать своё место. Жаль, его уже нет с нами, вспоминаю об этом человеке с большой теплотой и уважением.

Главный энергетик огромного оборонного предприятия – это очень круто. Но в 34 года… а как же поступательное движение вверх?

Я почему-то всегда думал, что Годзиша пригласил в областное правительство сам Орлов. Ничего подобного, предложение поступило от Алексея Алсуфьева, бывшего главного инженера Севмаша, перешедшего на работу в обладминистрацию замом по инфраструктурному развитию (сейчас председатель регионального правительства).

- Были сомнения?

- И ещё какие. Особенно у членов семьи. И не на пустом месте, несколько лет я прожил между двумя городами.

Автору, честно говоря, смешно. Для москвича час езды от работы до дома значит «почти рядом с домом». Но здесь это работать в другом городе… особенности провинциальной ментальности.

Итак, Годзиш становится министром ТЭК и ЖКХ (не будем вдаваться в трансформацию наименования его подразделения).

- Вы трудоголик? - I ask.

- Конечно, - отвечает, - другим на таких должностях и делать нечего.

- Ещё какой трудоголик, - вставляет присутствующая на беседе (она же за фотографа) пресс-секретарь главы Архангельска Ирина Буйновская. – Утром прихожу на работу, он уже вторую пачку бумаг просматривает, вечером ухожу – ещё рабочие встречи не закончил, в приёмной народ. Хорошо, жена умная, понимающая…, - тут под строгим взглядом шефа даже пресс-секретарь тушуется.

Но вот поступило предложение возглавить Архангельск.

- Боялись, что местные вас не примут, прежде всего, сотрудники мэрии?

- Не боялся… знал. Это же историческая конкуренция областного центра с городом федерального обеспечения.

Задаю провокационный вопрос:

– Только из-за этого от вас ушли все павленковские замы?

Нет, отвечает, как раз эта их принадлежность никакой значимой роли не играла… для Годзиша по крайней мере. Другое дело, начинал ощущать, что мои решения выполняются медленно, люди привыкли к другому ритму работы. А я настаиваю на своём, на то и начальник. Надеюсь, расстались без обид, просто производственная необходимость. И дальше будем с кем-то расставаться, уже с теми, кто пришёл по моему приглашению.

- Ощущаете себя хозяином города?

- No. Всё время помню, что это не собственное предприятие.

- Это потому что вы назначенный, - подкалываю.

- Нет, - слышу в ответ, - просто жизненная установка. А вообще прямые выборы – это благо. Прежде всего, для избранного, он всегда может отбиться от претензий процентами голосов, полученных в свою пользу.

Поговорили о приватизации МУПов. Лично мне страшно представить, что будет твориться внутри стопроцентно частного Центрального рынка, если он уже сейчас показывает убытки. Или с той же «Роспечатью»… в практике которой было изъятие тиража, а это уже политика.

Как оказалось, частным Центральный рынок станет весьма относительно, так как главным собственником остаётся город. Что касается «Роспечати», то Годзиш в принципе против любых изъятий, политические вопросы должны решаться по-другому, в равной конкуренции и диалоге.

Тут же мэр вступился и за Плесецкое дорожное управление, на которое этой зимой спустили всех собак. Рассказал, как сразу предупредил директора ПДУ после выигранного последним конкурса на муниципальный заказ – приготовься к тому, что тебе придётся доказывать всему Архангельску своё право на работу. Считает, что доказал. Нет, город убрали от снега не к президентским выборам, так теперь будет всегда.

- А на что может рассчитывать Архангельск? - I ask. - Не в дальней перспективе, в ближайшем обозримом будущем.

Прежде всего, на Арктический форум. Недавно по этому вопросу ездили в Москву, прошлогодняя проба пера была признана удачной. И выделяемые на подготовку миллионы пойдут не только на парадный фасад. Например, на ремонт Почтового тракта и улицы Маслова, куда ни один президент, ни один посол не заглянет. Нет, новые паркетные тротуары вряд ли появятся… хотя вполне удачный бренд для нашего северного города. И ещё международный кинофестиваль «Arctic open». Общались на эту тему с главой региона, есть надежда, что Архангельск наконец перестанут путать с Астраханью… какая же в низовьях Волги Арктика?!

Тут пресс-секретарь Ирина стала деликатно постукивать по часам – 8 вечера, а у мэра ещё деловые встречи. Я спохватился, завершающего вопроса так и не подготовил. Бухнул первое, что на ум пришло:

- Кто для вас Игорь Орлов – шеф или товарищ?

- Comrade. Senior.

- То есть, если вдруг другая работа…

- …будем так же общаться. At least I hope.

Мэр с пресс-секретарём умчались, а я спохватился – надо же, не спросил про любимый фильм, про киногероя, с которого хочется брать пример… вообще опросник Марселя Пруста выпустил из внимания.
