The developer and municipal employees of Berdsk are suspected of corruption

The criminal case was instituted against the general director of the construction company MK Sibiryak, Vladimir Dyunnkov, deputy director of the Spetsavtovtozhniy MUE, Sergei Olenich and director of the MUP “Household Services Combine”. They are charged with fraud with water supply in the amount of over 170 million rubles.

According to the investigation, in 2006, Vladimir Dynenkov concluded from the MUP “Berdsky Vodokonal”, the successor of which is the MUP “Combine of household services” (KBU), an agreement for the leave of drinking water, and therefore took obligations to monthly pay water in accordance with the data of metering devices.

In September 2017, MUP officers revealed an illegal connection of the Sibiryak complex in Rechkunovka to a cold water supply water supply without taking into account the amount of consumption of cold water.

At the same time, Dzunenkov accepted money from residents for cold water supply, and did not make payment in favor of the MUE “KBU”. According to the calculations, the Sibiryak MK did not pay more than 170 million rubles, which is particularly large damage for the subsidized municipal unitary enterprise and the Berdsk budget - its founder.

Not wanting to compensate for the damage, Dzenenkov through an intermediary in the person of Olenich made an offer to Kozhin to write off a debt up to 380 thousand rubles.

A criminal case was instituted based on the materials of operational-search activities carried out by the Office of the FSB of Russia in the Novosibirsk Region. Depending on the role of each, the persons involved are suspected of committing crimes provided for in paragraph “c” of part 3 of article 286 of the Criminal Code of the Russian Federation (abuse of authority), part 5 of Art. 33, p. "B" part 3 of Art. 286 of the Criminal Code of the Russian Federation (aiding in abuse of official powers).

Now three suspects have been detained, investigative actions are being carried out, including searches for the workplace, the documentation is withdrawn for the investigation.
