For the fourth time, the Moscow authorities did not agree on a rally by an initiative group of Moscow State University students for moving the fan zone outside the university territory. This was reported on the group's page on VKontakte.
According to the students, on December 9, 2017, the ZAO prefecture refused to allow them to hold a picket near the Universitetskaya metro station.
In the spring, the prefectures of the South-Western and Western districts of Moscow refused two more requests to hold rallies on March 31: in the square near the monument to Mahatma Gandhi on Lomonosovsky Prospekt, and on Vernadsky Prospekt near the Sats Children's Musical Theater. The fourth application for a picket near the Universitet metro station was also rejected. According to officials, another mass event is already planned at this place. Students consider the reason for the refusal to be fictional.
Their report says that "by banning public events for the postponement of the Fan Fest, the capital's prefectures not only violate the law and violate constitutional rights, but also provoke unsanctioned protests on the eve of the World Cup."
As the students themselves emphasize, all the refusals received will be challenged by them in a legal manner.
Previously, students who were dissatisfied with the plans of the mayor's office to arrange a fan zone for fans of the summer world championship in close proximity to the university building complained about surveillance by the university authorities, pressure from the university administration and the unwillingness of the university management to meet the requests of students.
