The protesters against Bormatov had no arguments

After the acting governor Andrei Travnikov evaluated the picket of Vasily Bormatov by the head of the administration of the Novosibirsk district, Taiga.info analyzed the requirements that the protesters nominated. The conclusions were ambiguous.

The protest was held near the Legislative Assembly of the Novosibirsk Region. The protesters managed to attract the attention of deputies (on this day the session was held), as well as the speaker of the regional parliament Andrei Shimkiv . The organizers of the action were deputies of the Novosibirsk District Council from the Communist Party faction Vitaliy Tikhov and Natalya Pshenichnaya, as well as social activist Oleg Shorkin. Among those present, the district deputy Alexander Mankovsky and the deputy of the Tolmachevsky village council Alexander Kolkin were seen.

The acting governor of the region Andrei Travnikov commented on this action as follows: “<...> always causes surprise when deputies of different levels take part in such promotions. As it were, representatives of the people have the opportunity to absolutely officially convey their position to the leaders of any level of power. <...> Obviously: this is not a way to solve the issue, but a way to attract attention. "

The protesting did not imply statements. Therefore, the main emphasis was on slogans. Most of them were made in the usual pro -communist rhetoric and contained general requirements. There were also those that really concerned problematic issues, but related to the competence of the authorities of the municipalities, and not the district ones. For example, registration of a TOS in the Marine Council. Representatives of the initiative group of citizens in an interview with journalists claimed: the sea council illegally refuses them, despite the fact that there is a court decision. But confirming documents were not provided. At our disposal was the charter of the future TOS. Attention was attracted by its borders - they significantly exceeded the boundaries of the DNT of the Sea Coast itself, which initiated the registration of the public self -government body. Abroad there were a coastal strip belonging to the Verkhneobsky basin (which, by the way, is federal property) and several hectares of public lands. Another thing is also interesting: in this territory, Tos intended to take on the functions of a village council and even a district.

“Thus, in fact, this is not just a TOS, but a certain state in the state with its laws, including by ordering land within these borders. Federal legislation prohibits registration of public self -government bodies in the territory with federal lands. Accordingly, the registration was refused legally and it was proposed to choose another site, ”says Igor Zhavoronkov, chairman of the Council of Deputies of the Maritime Village Council. - Social activists appealed to the court, who decided to consider the application again. But since the borders and the charter remained unchanged, we refused again. ”

According to Igor Zhavoronkov, the unwillingness to change the charter documents may indicate the presence of a fraudulent scheme of land disposal. The assumption is not without reason. If the TOS receives the right to dispose of the land within its borders - and these are several dozen hectares of land in the coastal zone - then the competitive procedures for the sale and rental of the resource, which are legally assigned to the district, will not apply to them. The initiator in this matter is the public activist Oleg Shorkin. Meanwhile, similarfraudulent precedents with the participation of the district deputies of Natalia Pshenichniko and Alexander Mankovsky in the Novosibirsk district were already.

There were violations on the issue of obtaining permission to privatize the land in the village of Leninskoye village council for the needs of GSK Primorye. But not from the authorities, but the owners of garages. The fact is that they posted them in the location of technical networks: sewage, water pipes, as well as two high -voltage feeders are held directly under the garages. For this reason, the administration of the village council of the GSK refused. As for the district authorities, they fulfilled their function in this case in full, having agreed to classify the land to the category of industrial, since the plot was originally listed in undeveloped property.

The editorial staff also has documents refuting the fact of draining the sewage sewers of the suburban microdistrict in the Pond Bezymyannaya pond in the Tolmachevsky village council, which the picketers publicly accused the head of the district of Vasily Bormatov. The microdistrict has its own chemical training station, and the project of the future local treatment plant has already been agreed upon by all supervisory authorities: the Department of Rodrigrodnadzor for the Siberian Federal District, Rospotrebnadzor, Verkhne-Oobsky Basinum Administration, the Federal Service for Hydrometeorology and Environmental Monitoring. The pond itself is far from the village of Tolmachevo and is not fenced, so, theoretically, access to it, like the possibility of draining waste, can have anyone.

Meanwhile, deputies of the Legislative Assembly Sergey Titkov, Gleb Popovtsev and Igor Grishunin expressed their opinion on the past picket. They did not find obstacles to the re -election of Vasily Bormatov to the post of head of the Novosibirsk region and emphasized that the territory is developing dynamically, a serious shift in road construction and resolving social issues is outlined. Vasily Bormatov was also supported by deputies of the district council and social activists.
