
Exactly seven days after the tragedy in Kemerovo, April 1, it became known that the head of Kuzbass Aman Tuleyev resigned ahead of schedule. Just an hour after the official message , it was announced that the acting governor Sergei Tsivilev had already been appointed. He became known due to the fact that on March 27, instead of Tuleyev, he went to the participants of the spontaneous rally and at first accused the protesters of PR, and then knelt before them. As deputy governor, Tsivilev worked for less than a month - from March 5.

And how much the resignation of Tuleyev was voluntary, why it happened now and what to expect from the new head of Kuzbass, we talked with the Novosibirsk political scientist Dmitry Puchkin , who is engaged in the latest political history of the regions of Western Siberia.
- The resignation of Tuleyev is expected or unexpected?

- The resignation occurred in a timely manner in the logic of the vertical of power, since the Kremlin had a choice between resigned immediately after the fire in response to the requirements of the protesters. Or wait for June that many experts predicted. The golden middle was chosen. My opinion - here was influenced not so much by the situation in Kuzbass itself, but by what resonance it received at the federal level. Naturally, opposition politicians demanded the resignation of Tuleyev. But the fact that clear dissatisfaction was expressed by loyal speakers and loyal media was a sufficient surprise. I noted that no one defended on the talk show on the federal channels of Aman Tuleyev.
- And why did these loyal speakers criticized him?
There is such a version that he wanted to work as a governor until the end of his life, there are observers who believe that he had such a "Fix idea"
- True, they did not criticize the system of power in Kuzbass, but the situation that has developed after the tragedy, the communicative, let’s say, Tuleyev’s strategy, as far as it was simply inadequate to the situation. These are his performances immediately after the tragedy, and meaningless resignations in the political bloc, and much more. A critical wave was created. The resignation not only has ritted, but also overre there. It was revealed that a person is unable to manage the region not at the state of health even, but simply, in general, unable to manage. Therefore, apparently, in the federal center he was made to understand that "everything, your time has expired." Tuleyev created his image capital for 30 years, starting since 1989, when he first participated in the election of people's deputies of the USSR. And it turned out that all this, even if it was very peculiar, but, nevertheless, the current image fell on two or three days before zero. The main surprise for Tuleyev himself was that people who were silent and suffered for many years were indignant in the region.
- Do you think that the resignation is not the initiative of Tuleyev, he was hinted from the Kremlin?
If our country continues to move the current political course, then we will come to the political regime that exists in Kuzbass no earlier than by 2024. We still have where to fall
- There is such a version that he wanted to work as a governor until the end of his life, there are observers who believe that he had such a “fixed idea”. Maybe so. But in any case, he wanted to minimize the risks, which, for example, did not take into account the former governor of the Omsk region, Leonid Polezhaev, close to him by the nature of leadership. He also ruled as an “eastern despot”. He was not prepared for resignation and when he was forced to leave, the power system that he created in the region collapsed, he lost any influence in his region ( in 2012, Viktor Nazarov was appointed Governor of the Omsk Region, who replaced Leonid Polezhaev, who headed the region for 20 years -SR ). Tuleyev did not want such a scenario for himself and if he thought about leaving, then clearly not about such a sudden. But what happened happened. And Sergei Tsivilev, of course, was supposed to work much longer as a deputy governor, he was experienced in successors, but not in such a situation, in a sense he came to this role suddenly, like chickens in a pluck.
- Is this situation in the region a big problem for the vertical of power now?
- The main thing is that in the region the entire structure of power was built under one person. All other officials here have been deprived of independence and initiative for decades. But they were all tied precisely on Tuleyev. It turns out that in a sense, this system of power will now have to be broken and re-collect under a new person. But for this, apparently, a new person was sent to the region - for a kind of cleaning the local nomenclature. But at the same time, it is necessary, nevertheless, to preserve the system of retrains and counterweights that exist in Kemerovo, which is a kind and built by Tuleyev.
- Is the situation with Kuzbass and the resignation of the governor there for other regions. Is it worth expecting further resignations, say, against the background of the so -called "garbage riots" in other regions of the country?
- If you are talking about events in Volokolamsk, then I think not. It is also important that we have a huge and very different country. In fact, the inhabitants of the capital, large cities in their level of well -being are in a completely different position than most residents of other regions. Muscovites, let's say, are bribed by a relatively high standard of living. There is no that critical protest mass that could catch the "garbage" protests that would lead to changes.
-And yet, in a sense, our whole country is politically built according to the Kemerovo type. That is, the whole system of power is built for one person and he does not have a successor. Are there any analogies with what is happening in Kemerovo now?
- But this "one person", which you are talking about, if you have achieved fantastic successes, is in the art of holding power. Holding with a variety of tools, among which a significant share is PR tools. That is, he constantly rebuilds his image and monitors it. The main thing is that he is a "Teflon" politician. He takes unexpected steps. I did not expect Putin to come to Kemerovo and communicate with people. That is, even the most negative circumstances for the authorities, he knows how to wrap in his favor. At the same time, we do not have a structured opposition that could contrast something in the current government. Therefore, even if our country continues to move the current political course, then in this form the system can exist completely without cardinal changes until 2024 in any case. We still have where to fall.
- Tsivilev, of course, was not ready to be the acting The governor in such circumstances, but in general - is the successor promising for the current vertical of power?
- Tsivilev is a classic technocrat . He passed careful selection, moving vertically. His biography and connections in the very tops of this vertical are well known, his mentality correlates well with the inhabitants of Kuzbass. The center will probably send the PRAR landing from Moscow not only to the polls, but also to help Tsivilev in raising the situation that has developed now in the region. Tuleyev at one time came to sovereign after he managed to defeat the competing financial and economic group MIK in the late 90s. But no one in the Kremlin now wants these competitive wars to resume. The Kremlin needs a tough person with a new team in the region. And I think that at the same time it should be in the near future to expect the rotation of officials in the regional and city administration, the system of power will be built under Tsivilev ...
- Kuzbass was called a kind of Siberian sultanate . Do I understand you correctly that after the resignation of Tuleyev, the system of power in Kemerovo will not change or some of the relief, changes in management style, nevertheless, are possible?
- I think they will monitor the situation and make decisions along the way. In my opinion, this region occupies an intermediate position between Russia as a whole and North Korea. There are things that are not in other regions, for example, the long-standing introduction of a kind of socialism in Kuzbass. This led to the fact that special paternalistic moods of people who are used to living due to social assistance have developed in the region. For example, to ensure “food security and social protection”, people were distributed for free foods and even bicycles. In this region, everything is tied to the local authorities, and people here have long been weaned to protest here. This can be seen even by how quickly the authorities managed to extinguish protest moods now against the background of such a tragedy. How quickly protests are extinguished after tragedies in the mines. There is no opposition in Kuzbass, no opposition media, so in the hands of the governor there are all levers of influence on people. This is all based on the fact that in Kuzbass one of the lowest levels of education and the level of people who are in places of imprisonment who are released from there and settled to live in the region is high. There is high decentralization, many small cities are Novokuznetsk, proportionate with Kemerovo. That is, the originality of the political space in the region is formed not only from above, but also depends on those people who live there. If they suffered such an existence earlier, then they will continue to endure it.

Aman Tuleyev has invariably led the Kemerovo region since 1997. Now Tuleyev is 73 years old.
On March 25, a fire occurred in the Winter Cherry shopping center, which, according to official figures, carried away the lives of 64 people, including 41 children. On March 27, a spontaneous rally gathered in Kemerovo, at which indignant residents demanded that Tuleyev resign. He did not go to the protesters.
Tuleyev apologized to President Putin for the fact that the tragedy occurred on our territory, and complained about the "opposition forces", calling the protesters on the Buzoters Square. Tuleyev reported to Putin that supposedly “home and enterprises” are opposition, “somewhere 200 people”. According to the head of the region, these are not relatives of the victims, but those who "want to solve their problems on someone else's grief."
On the third day after the tragedy, Tuleyev recorded a video message to the residents of the region, in which he spoke about the forces who are trying to "rock the situation."
The appointed acting Governor Sergei Tsivilev in the administration of the Kemerovo region of the region has been working for only a month.
Sergei Tsivilev was born on September 21, 1961 in Mariupol. He is a graduate of the Black Sea Higher Naval School named after P.S. Nakhimov in Sevastopol. Until 1994, Tsivilev was military service in the Armed Forces of the USSR and the Russian Federation. He left military service with the rank of captain of the third rank. In 1999, he received a diploma of St. Petersburg State University of Economics and Finance with a degree in Finance and Credit.
He worked as the head of the Security Service in the St. Petersburg branch of Aeroflot Bank. In 1997, Tsivilev, together with his brother Valery and Igor Sobolevsky, created the law firm Nortek in St. Petersburg. The surname, name and patronymic of the Cy notes partner according to Nortek, as notes the Meduza publication, coincide with the data of the classmate Vladimir Putin and the former deputy head of the Investigative Committee of the Russian Federation Igor Sobolevsky, whowas mentioned in their telephone conversations by members of the so -called Tambov organized crime group (the leader of the organized crime group Vladimir Kumarin subsequently stated that it was not familiar with Sobolevsky). Since 2012, he worked in Kolmar, which produces coke coal in Yakutia. He was the deputy chairman of the board of directors, since 2014, CEO of Kolmar.
Back in early March, RBC wrote to Tsivilev as a successor to Tuleyev. According to the publication, Tsivilev was not connected with the Kuzbass financial and industrial groups and elites, in Kuzbass he is a Varangian. However, Tsivilev himself told the media that he had come to work as deputy governor at the invitation of the head of the Kemerovo region Aman Tuleyev, with whom he has been familiar with 20 years.
It was reported that Tsivilev owns 70% of Kolmar. Recently, Tsivilev bought a 30% share in the company. The remaining 30% of Kolmara belong to the Volga Group Gennady Timchenko. On March 2, Kolmar RBC said that Tsivilev did not work in the company anymore - he left all the posts. After appointing to the regional administration, he presented his actions in the company to his wife, wrote TASS .

The Governor of Tsivilev will act before the election of the new Governor of Kemerovo, which will take place on a single voting day on September 9, 2018.
