As the adviser to Zolotov, Alexander Khinshtein, conducted by the department, an official audit showed that the employees of the Center for Protection guarded the shopping center illegally. According to Khinshtein, the company did not allow her to take the place of mass stay of people under guard, and the guards did not go through special training in an emergency. Also, Chop had no right to carry out remote control and advise the customer of security services. At the same time, the Treaty of the Center for Protection with the Winter Cherry provided for the arrival of quick response groups in the event of a call on an alarm button.
The Russian Guard believes that employees of the departmental permissive structure could not but know about the violations committed by the "protection center". The Rosgvardia sent in the SCR the materials of the audit on the employees of the Central Bank of the Central Executive Committee in the capital of Kuzbass. According to Khinshtein, their actions can qualify under the articles of the Criminal Code on negligence (Article 293 of the Code) and corruption.
"One of the guards did not act as a warning system, then explaining that he was simply confused. Others did not take measures to evacuate visitors, unlocking fire exits and actions aimed at helping citizens," Kinshtein said.
The “Center for Protection” is owned by the brothers Sergey and Pyotr Blinkov - the sons of the former head of the Department of Neudational Protection of the Kemerovo headquarters of the Ministry of Internal Affairs Pavel Blinkov. On March 28, the Kemerovo Avtozavodsk Court was detained until May 25 of an employee of the Center for Protection, security guard Sergei Antyushkin. According to investigators, during a fire in the Winter Cherry, he did not turn on the warning system in time in time. The guard does not plead guilty - according to him, the fire alarm was long failed and during the fire began to randomly work on the fourth floor of the shopping center, after which he reported a fire to the rescue service.
Nadezhda Suddennok, the technical director of the institution Georgy Sobolev, general director of the System Integrator Igor Polozinenko and an electrician of this company Alexander Nikitin were also arrested.
The case on the fact of the fire was opened in parts of 2, 3 of Article 109 (causing death by negligence to two or more persons due to improper performance of duties), part 3 of Article 219 (violation of fire safety requirements) and part 3 of Article 238 of the Criminal Code (provision of services that do not meet safety requirements). He is investigated by the central headquarters of the TFR.
The investigation department said that the Winter Cherry was built without obtaining a building permit.
On March 31, in the case, the head of the inspection of the regional state building supervision Tanzil Komkov and the general director of the Kemerovo Confectionery Combine Julia Bogdanova were also arrested in the case.
