The Telegram leadership responded to Roskomnadzor to the threat of blocking the messenger within 15 days if the FSB refuses the keys to deciphering user messages that the requirement of the special services is technically impossible. The answer in his telegram channel was published by the chairman of the international human rights group "Agora" Pavel Chikov.
Telegram notes that under the existing method of work, the service administrator under any conditions has no access to information that allows you to decipher messages. The messenger provides the opportunity to use two types of messages - "Cloud Chats" and "Secret Chats". In the first case, correspondence is never preserved on Telegram servers, in the second - stored in an encrypted form, but never in one place. In addition, encryption keys are regularly updated, irrelevant keys are destroyed automatically, ”the messenger said.
On March 20, Roskomnadzor sent a notification to the management of the Telegram messenger about the need to comply with the requirement of the law and transfer the key encryption keys to the Federal Security Service of Russia. The term expires on April 4. After that, Roskomnadzor will be able to go to court to block the messenger.
Earlier, the Supreme Court of Russia rejected the TELEGRAM lawsuit against the FSB. Telegram representatives demanded that the order to transfer the FSB key to decrypt messages to recognize the order. Telegram referred to the Constitution of Russia, which guarantees the secret of correspondence. However, in the FSB, in response, it was said that messenger users are allegedly not the information that the Constitution protects.
