Reflections after the congress ...

On March 31, 2018, the next congress of the All -Russian public movement “For Human Rights” was held in Moscow. The movement was 20 years old.

At the anniversary meeting, human rights activists recalled that 20 years ago, OOD “For Human Rights” was created on the basis of regional organizations of the famous “Democratic Russia” movement.

As the head of the Khabarovsk branch of the Democratic Russia movement and a direct participant in the events of that time, I well remember that the motley and numerous movement “Democratic Russia” was caused by the life of a naked and obvious necessity of revolutionary changes in society.

The country is monopoly in the country, the only political party (CPSU), which brought the country's economy in decades of permanent and mediocre reign in conditions of conscious isolation from the outside world to complete stagnation, and the life of Russians to progressive poverty and hunger. A classic revolutionary situation was created when the tops cannot, and the lower classes do not want.

The elimination of the leading role of the CPSU in the life of the country (the exclusion from the Constitution of the sixth article), the creation of democratic institutions designed to ensure the restoration and protection of human rights and freedoms in the country lost under the communist rule - it was these simple and understandable goals that combined the huge number of Russians in the Democratic Russia movement.

And “Democratic Russia” achieved these goals, having committed an almost bloodless purification revolution in 1991 and led to power, as it seemed to us then, the president with democratic views and a team of young reformers, called to provide the country and Russians with a bright democratic future.

But the well -known historical truth was confirmed, accurately noticed by the British writer, historian and philosopher Thomas Carleil: "Romance is conceived, fanatics are conceived, and plundered villains use its fruits." So it happened with the 1991 revolution.

The president with communist roots was not capable of conducting consistent, full -fledged and full -fledged democratic reforms, spinning and greedy villains came to power in one way or another, with the inescapable grasping reflexes (remember at least the currently prosperous Chubais), who completely “forgot” about the goals of the 1991 revolution.

Democratic Russia, participants in the Democratic Russia, who had seized power from the unlimited rudeness, decided on their own, without looking back at the vicious and professionally untenable “hired workers”, which, due to the destruction of the institution of elections in the country since 1996, was impossible to change the “source of power” in any way, to defend the rights and freedoms of man, transformed in 1998 into the all -Russian movement for human rights. Fortunately, then the “servants of the people”, from the house No. 6, that on the Okhotny series, the human rights organizations had not yet thought of announcing “foreign agents” and “unwanted organizations” and could be obtained for the good business of the protection of human rights and freedoms, financing from various funds (including foreign ones).

Why is this excursion into history, but what.

Let's get back to today's Russia.

For two decades, power in the country has been usurped by an self -proclaimed president, based on the only and unique professionally untenable party of crooks and thieves, which has a constitutional majority in parliament. In the country, 22 million people are erasing a miserable existence behind the poverty line, another forty percent of the fellow citizens is barely enough for food and a minimum amount of clothing. For more than two decades, Russians have taken the right to periodically change the authorities through honest elections. The country is in a state of progressive isolation from the outside world. The economy stagnates. Human rights and freedoms are called heresy and, of course, are not observed. Russia was mired in lies and corruption.

Doesn't it remind you? This is a portrait of Russia in 1991.

The case is aggravated by the presence in the presidential chair that has lost touch with the reality of the impostor, who won the well -deserved reputation of an international criminal and waving about and without nuclear clubs, threatening the destruction of all living things on the planet.

This was not allowed to even a permanent political bureau of the CPSU Central Committee on the eve of their departure into oblivion.

Obviously, the country today, as in 1991, is pregnant with a revolution and it needs, like air, a cleansing force, like “democratic Russia”, the beginning of the 90s, which will sweep away criminal power (I would like, without sacrifices), but will not make mistakes of the past, will not give the future of the country to buy random and dishonest people, and ensure control over power.

It would be logical and historically justified to see the movement “for human rights”, reincarnated in the “Democratic Russia-2” movement in the role of such a cleansing force, but I’m afraid that this is impossible by virtue of the current attitudes that have been heard at the congress: not to quarrel with criminal power, not to criticize excessively criminal power, peacefully influence criminal power, look for the windows of interaction with criminal power, and be introduced into the structures of criminal power, to be introduced into the structures of criminal authorities to be “laying” between society and criminal power.

And this is pronounced at a meeting of human rights activists, who, by their nature, are the antagonists of the authorities, are called to life inaction of power. Well, in fact, why human rights activists would be needed if the realization of the constitutional rights and freedoms of a person in the country was ensured by the authorities itself, for which it, in fact, is intended according to the basic law of the country.

At the congress, we were called to expand in the regions a field of human rights activities, find experts and lawyers to protect certain categories of violated rights, and create specialized human rights receptions. In fact, we were proposed to replace the bodies of state and municipal authorities on the ground. Moreover, on a free basis.

In 2018, the criminal authorities planned 16.53 trillion rubles for its expenses. That is, this money, based on the purpose of the authorities to serve the people in the realization of human rights and freedoms, should be spent this year for the benefit of Russians.

However, as many years of practice shows at best, the host of Russian officials will not master the funds allocated from the budget by virtue of their security (after all, they have long occupied their grain bureaucratic chairs because they have deep special knowledge and organizational abilities, but due to the presence of corruption ties), or they will plunder this money (which is more likely to be extended) greed and inescapable grabbing reflex. In any case, the money will go anywhere, but not to realize human rights and freedoms in Russia.

And human rights activists in these real circumstances are invited instead of the fight against criminal power, to replace officials, performing their work on a free basis. It is logical, right?

I am sure that the neglect of the basic principles and values ​​of human rights for the sake of political conjuncture, erosion of them, inevitably leads to irreparable image costs for Russian human rights activists, to the loss of a human rights person.
