In 1973, Aman Tuleev graduated from the Novosibirsk Institute of Railway Engineers and worked in the railway in 1964. Including, he held senior positions in the transport system. In the late 80s, Tuleyev was appointed head of the Kemerovo railway. In 1990, he was elected deputy of the Kemerovo Regional Council, later he became a deputy of the Supreme Council of the RSFSR.

Aman Tuleev nominated his candidacy three times: in 1991, 1996 and 2000. According to the results of the vote on June 12, 1991, he took fourth place out of six candidates, gaining 6.81% of the vote.

In August 1991, Aman Tuleyev supported the GKChP. Later, Boris Yeltsin, because of this, withdrew him from the post of chairman of the Kemerovo Oblast Executive Committee.

In 1996, he withdrew his candidacy in favor of the leader of the Communist Party of the Communist Party of Gennady Zyuganov. In March 2000, he participated in the elections without the support of the Communist Party. Then in the Kemerovo region Tuleyev gained 51.57% of the vote, ahead of Vladimir Putin.

Since 1997, Aman Tuleyev served as the governor of the Kemerovo region. It was one of the governors who enjoy the highest support of the population. In direct elections, I received from 94% to 97% of the vote.

On the night of May 8 to 9, 2010, two explosions of methane thundered at the Razdadskaya mine. As a result, 91 people died, almost 100 were injured. The bodies 11 of the dead were never found. Explosions destroyed the building of the shaft of the mine and the ventilation system, as well as almost all development. Coal at the mine was fully restored only at the end of 2014.

In 2011 and 2017, Aman Tuleev suffered two spine operations. At the beginning of last summer, he was taken to Moscow to the Central Clinical Hospital of the Presidential Administration. Already in August he returned to Kemerovo. According to unconfirmed information, he worked for some time while in a wheelchair.

On April 1, Aman Tuleyev resigned from the post of governor of the region after the tragedy in the Kemerovo shopping center "Winter Cherry", where 64 people were killed, including children. In a video message to the inhabitants of the city, he said that "it is mentally impossible to work with such a heavy load in the post of governor." On the day of the tragedy, Tuleyev never came to the shopping center, but apologized to Russian President Vladimir Putin. The day after the fire, the relatives of the victims reached a spontaneous rally. They demanded the resignations of the leadership of the region and the city. On April 3, it became known that Tuleev received the mandate of the Council of People's Deputies of the Kemerovo region.
