The men are accused of participating in a terrorist organization (Part 2 of Article 205.5 of the Criminal Code). Nurmatov was arrested in June 2017, and in January his arrest was extended until March 30, 2018. He and Akhimov were witnesses in another St. Petersburg case, Hizb ut-Tahrir, which was opened in 2014 by the FSB Department for St. Petersburg and the Leningrad Region.

Then about 30 people were detained, nine of them were subsequently arrested: Eldar Ramazanov, Karim Ibragimov, Ilyas Kagirov, Makhamadinin Saliyev, Gapur Magomedov, Roman Ivanov, Sergei Yablokov, Dmitry Mikhailov and Isa Ragimov.

It is known that Nurmatov appeared in the case as the civil husband of Yablokov's mother. On March 30, 2016, Yablokov was sentenced to 12.5 years in a strict regime colony under Part 1 of Art. 205.5 of the Criminal Code (organization of the activities of a terrorist organization).
